Who We Are:

TheAir Pollution Control Division (APCD) has an exciting opportunity for you located across multiple work units within theOil and Gas Program : Compliance Monitoring Unit as an Environmental Protection Specialist Intern.

The Compliance Monitoring Unit conducts compliance evaluations, including onsite facility inspections, reviews source submitted compliance reports, and provides compliance assistance for Oil and Gas stationary sources in Colorado. The unit also responds to air quality complaints, conducts infrared camera inspections, and supports stack test oversight. Moreover, when staff identify issues of non-compliance, the unit supports the formal enforcement process to bring operators back into compliance.

What You'll Be Doing:

As an Environmental Protection Specialist Internyou will be working under close supervision, to learn to inspect and evaluate Oil and Gas stationary sources that emit air pollutants and determine compliance with state and federal regulations promulgated by the State Air Quality Control Act. You'll be working alongside other professionals who'll be providing guidance on how to investigate citizen complaints and addresses public health or regulatory issues related to stationary air pollution emission sources used in the Oil and Gas activities.

Specific duties may include, but are not limited to:

  • conducting field inspections throughout Colorado;
  • comparing and analyzing data collected;
  • compiling, computing and verifying emission calculations;
  • writing inspection reports;
  • evaluating source submitted documents;
  • updating emission inventory systems;
  • synthesizing pertinent information observed or provided during field inspections and communicate facts to supervisors, source representatives, legal counsel, consultants, and industry experts;
  • assisting supervisors, managers, staff in initiating, negotiating, and settling enforcement actions and ;
  • participating in workgroups that oversee compliance with certain programs or sections of regulations and other special projects as assigned.

Residency Requirement:

MINIMUM QUALIFICATIONS:
To be considered for this position, your application must clearly demonstrate that you meet one of the following options outlining the requirements needed for consideration.

OPTION ONE:
Four (4) years of experience (i. e., inspecting public spaces, businesses, facilities, and other areas to ensure that there are no environmental, health, or safety hazards; setting up and maintain equipment to monitor pollution levels, such as remote sensors that measure emissions; preparing tables, charts, and reports to summarize test results) will substitute for the degree requirement on a year-for-year basis.

OPTION TWO:

Bachelor's degree from an accredited institution in a field of study related to the work assignment (i.e., Environmental Science, Environmental Health, Public Health, Natural Resources).

This form must be completed and delivered to the State Personnel Board by email at dpa_state.personnelboard@state.co.us within ten (10) calendar days from your receipt of notice or acknowledgement of the Department's action.

Conditions of Employment:
  • A pre-employment background check will be conducted as part of the selection process. Should your background check reveal any charges and convictions, it is your responsibility to provide the Colorado Department of Public Health and Environment Human Resources office with an official disposition of any charges. As a condition of employment, you will be required to submit to a background check if offered the position.
  • Must be willing and able to travel independently throughout the state up to 35% of the time.
  • Must possess and maintain a valid Colorado driver's license (at the time of application).

Preferred Qualifications and Essential Competencies:
The preferred experience, competencies, and abilities are highly desirable for this position and will be considered in selecting the successful candidate:
  • Current or prior state government experience monitor the environment and investigate sources of pollution and contamination, including those affecting public health.
  • Knowledge and experience interpreting or implementing state and/or federal air quality regulations;
  • Experience conducting on-site field inspections,
  • Data analysis and reporting skills,
  • Outstanding skills and abilities in oral and written communications,
  • Excellent interpersonal skills;
  • Knowledgeable and highly experienced with MS Office Suite;
  • Knowledgeable and highly experienced in Google applications, specifically Gmail and Google drive;
  • Knowledge and experience writing technical reports;
  • Ability to apply new technologies;
  • Ability to establish and maintain effective working relationships with all partners;
  • Ability to work well independently as well as in or with a team;
  • Experience working with local agencies and regulated entities;
  • Excellent organizational skills;
  • Ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times
