REQUIREMENTS AND PREFERENCES
The Broward County Board of County Commissioners is seeking qualified candidates for Environmental Program Manager (Water Resilience Program Manager) to support the Resilient Unit of the Resilient Environment Department.

This position will be responsible for coordinating the development and implementation of county-wide Water Resources initiatives to address urban and natural systems needs with a focus on resilience, inclusive of current and future conditions (i.e., climate change)planning, and the application of engineering principles to help guide initiatives. Responsibilities include participation in the development and advancement of Resilient Water management strategies, administration of water policy and planning programs, and a lead role in guiding water resource assessment activities to support resource sustainability. Additional activities include the pursuit of grant funding, project/contract administration, and extensive collaboration with local governments, water managers, and agency partners to support integrated water resource management, community resilience, and multi-jurisdictional initiatives.
General Description
Performs highly responsible supervisory and administrative work in planning, organizing and directing large scale Environmental Programs and activities.
Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.
Minimum Education and Experience Requirements
Requires a Bachelor's degree from an accredited college or university with major coursework in environmental sciences, biology, chemistry, geology, engineering or field relevant to area of assignment.
Requires four (4) years in managing environmental monitoring, regulation and compliance programs related to area of assignment; including two (2) years of supervisory experience.

Preferences
Candidates with a Ph.D. in Biology, Ecology, Hydrology, Water Resources Engineering or a related field preferred.
DUTIES AND RESPONSIBILITIES
The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.
Coordinates and monitors high-level environmental protection programs and projects; directs through subordinates the planning, scheduling and coordination of agency activities; develops policies, procedures and priorities to meet established goals.
Develops and monitors Environmental Programs, including the implementation and maintenance of strategic, fiscal and capital improvement plans for the agency. Prepares and coordinates environmental permits, as applicable.
Administers county-wide Water Resources planning initiatives; directs through subordinates hydrologic modeling efforts focused on future conditions planning in support of community resilience.
Engages in climate discussions, forums, and workshops to stay abreast of climate science, trends, and relevant projects.
Engages with local, state, and federal agency partners to advance resilience planning and investments.
Coordinates internally and with stakeholders to inform resilience standards and promote best practices.
Coordinates with agency and municipal leadership to implement county-wide resilience planning efforts.
Prepares written reports, technical memoranda, and briefing materials.
Prepares and delivers presentations before diverse stakeholder groups and audiences.
Contributes to the broader resilience initiatives of the organization including policy recommendations, advocacy, and pursuit of funding.
Assists the Director in all matters relating to environmental protection and compliance with federal, state and local regulations.
Assists in the preparation and monitoring of all program budgets and prepares special reports as required.
Develops and implements recommendations of resilience plans/strategies, master plans, GIS studies, environmental studies, noise studies and long-range planning studies (as applicable) to ensure continuous development of related Environmental Programs.
Conducts studies and oversees consultant activities as it relates to environmental, groundwater monitoring, coastal water elevations, hazardous materials, air, noise and surface water studies, as applicable.
Coordinates the development of environmental policies and procedures and supervises all related efforts to protect the environment.
Depending upon the area of assignment conducts environmental review of tenants' leaseholds and reviews necessary permits related to tenants' needs; conducts investigations for environmental compliance for lessees and franchises seeking to conduct business with the agency.
Represents the County before community groups, service organizations and civic committees to promote the agency's Environmental Programs and the use of facilities.
Attends conferences and public and professional meetings; assists in the Agency's Master Plan related to environmental issues.
Performs related work as assigned.
