JOIN OUR TEAM AS A PROGRAM MANAGER II - BCS!
Highly responsible analysis work in the Building Construction Service Admin Department. Responsibilities include data collection and analysis, process auditing, project budgeting, planning, selection, procurement, and policy implementation. Documentation and analysis of enterprise-wide application software and processes, including return on investment, business cases, gap analysis, and business requirements documentation. Utilizes departmental metrics to create positive policy and procedural changes. Conducts internal quality control audits and maintains the quality management system in furtherance of department accreditation.The qualified applicant should possess a solid understanding of business functional areas, business management issues, and data analysis. Exceptional written and oral communication skills. Leadership, initiative, and advanced computer skills, including programming experience. Analyzing complex business problems and assessing how automated systems can be implemented to solve them. Formulating and defining objectives and the scope of business systems. The employee will lead process improvement with the authority to create and promulgate policy changes. Oversee and perform quality control audits and the quality management system. Utilize metrics to recommend business process changes. Gather data and analyze business requirements and user needs in consultation with both business managers and end users. This position must have the ability to run a multi-department project, assembling project requirements and maintaining issue logs. Ability to lift and/or move up to 25 pounds and push or pull heavy objects. Performs other related duties as assigned.
  • Knowledge of project management and data analysis.
  • Ability to read and interpret ordinances, regulations, grants, and legislation as it pertains to applications and systems.
  • Ability to create data metrics, analyze and interpret results and draft program changes to improve performance
  • Ability to document, plan, develop, procure, implement, apply, and maintain new information management systems according to business policies and practices.
  • Ability to operate in a complex software environment
  • Ability to budget, monitor, and acquire according to fiscal policy.
  • Ability to draft and implement Standard Operating Procedures
  • Ability to investigate and conduct internal procedural audits based on established policies and procedures
  • Ability to train others
  • Ability to communicate effectively.
  • Ability to present in public meetings.
PHYSICAL SKILLS/WORKING CONDITIONS: Ability to lift and/or move up to 25 pounds and push or pull heavy objects. May use a handling device (dolly, cart, etc.) or work with another team member to lift and/or move excessively heavy objects. Ability to communicate effectively using verbal, written and visual communication. Ability to work outdoors. Ability to lift and carry, as required in loading, unloading, and setting up exhibit displays. Some evening and weekend hours necessary.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from a regionally accredited college or university with a Master's Degree in Business Administration, Project Management, Public Administration or a related field. Five (5) years of professional experience managing projects OR a Bachelor's Degree and seven (7) years of experience as stated above. Proficiency in using personal computers, word-processing, spreadsheets, and presentation software. Proficiency in Word, PowerPoint, Excel, and Zoom use required.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess and be able to maintain a valid Florida driver's license.
SPECIAL REQUIREMENT: Must be able to work a flexible schedule, when needed. Occasional night/weekend/overnight travel is required when needed.
