Job Description
Responsible for safety activities, with emphasis on safe delivery of services, workplace safety, and risk management programs. Responsible for developing, implementing, and maintaining safety programs at Program Sectors. Develops and implements programs, practices, and procedures to reduce the frequency and severity of accidental loss in the areas of worker's compensation, general and auto liability, and property; ensures compliance with federal, state, and local regulations, designed to protect the human, financial, and physical assets; creates a safety culture through safety training, risk assessments, and behavior modification programs. Must be able to travel up to 50% or more of duty time away from Harlingen. Travel will be to Program Sectors at Del Rio, Laredo, Big Bend, and El Paso.
MAJOR DUTIES AND RESPONSIBILITIES:
Promote good health and safety within the work environment.
• Inspects workplace ensuring compliance with state and federal laws. Identifies potentially hazardous
conditions affecting workers and property at all sites. Utilizes risk assessment and mitigation to identify potentially hazardous conditions affecting workers and property at all sites.
• Provides support to training programs. Assists in conducting training sessions, trains employees on environmental, health and safety.
• Conducts regular audits of employee training files and vehicle maintenance files and conducts regular facility safety audits ensuring compliance with Occupational Safety and Health Administration (OSHA) regulations.
• Ensures all records required by local, state, and federal laws and regulations are maintained.
• Compiles, tracks and trends injury and illness data, reports findings and assists in the development of business specific safety strategies.
• Ensures proper completion of activities mandated by the Performance Based National Detention Standards (PBNDS), Customs and Border Protection (CBP) National Standards on Transport, Escort, Detention, and Search, local, state, and federal occupational health and safety laws, regulations.
• Monitors and audits Minnesota Multiphasic Personality Inventory (MMPI) assessments.
Department of Transportation (DOT)/Federal Motor Carrier Safety Administration (FMCSA) Responsibilities.
• Monitors, assists, and conducts regular audits ensuring compliance to DOT and FMCSA regulations.
• Effectively evaluates, monitors, analyzes, and identifies all driver compliance and non-compliance issues and resolves them in a timely manner.
• Helps manage internal and external compliance reporting, providing compliance advice and assistance, conducting compliance investigations, and managing on-going education program.
• Monitors all tasks associate with:
o Driver Qualifications - Medical Cards/Physicals, Commercial Driver's License, and Annual Driving Records
o Driver Training - DOT regulations, Hazmat training (all areas required for the DTS industry)
o Driver Records - Reviews employment applications, DOT required documents and certifications, company policies, Compliance, Safety Accountability (CSA).
• Conducts driver audits to ensure compliance through GEOTAB fleet management and tracking software system, ex: Hours of Service, Risk Management, Trip Summary, Driver Scorecard, Driver Vehicle
Inspection Reports (DVIR), daily and communicates with driver management to correct and validate resolution.
• Monitors random drug screens and expiration list processes including driver's license and medical card renewal.
• Assists in the implementation and monitoring of compliance controls, procedures, and operational processes.
Accident, Incident and Mechanical Problems Inspection and Investigation.
• Analyzes workplace and develops initiatives for controlling, eliminating, and preventing injury and diseases.
• Investigates and documents accidents and incidents. Ensures effective investigation of workplace accidents, injuries, and near misses; determines root cause(s), recommends, and coordinates the implementation of corrective or preventive actions. May initiate nonconformance procedures through Intelex Quality Management Application.
• Utilizes Intelex to document and assign inspections of all vehicles, passenger and employee accidents/incidents and mechanical problems. Creates reports and trend analysis from Intelex data.
Other Collateral Duties: This position will not have any other collateral duties.
Job Requirements
Education and/or Experience:
• Must be a United States Citizen or authorized to work in the U.S.
• Must possess a High School diploma or General Equivalency Diploma, related college degreed a plus.
• Must be 21 years of age or older.
• Clean criminal history record; no felonies or Class A misdemeanors.
Specialized Experience:
• Must have minimum of 3-5 years satisfactory experience in preparing and administering safety programs. 1-2
years specialized experience in detention/detainee transportation operations a plus.
• OSHA 30-hour general industry training completion a plus.
Language Skills:
• Write clearly and concisely using acceptable grammar, punctuation, and spelling; write organized, complete, and accurate reports.
• Communicate in English using complex sentences with normal word order using present and past tenses.
• Express and exchange ideas via spoken word during activities where they must convey details or important spoken instructions to others accurately, sometimes quickly and loudly.
• Understand and apply written and verbal orders, rules, and regulations.
Credentials Required:
• Must have a valid Driver's license and maintain a safe driving record.
• Must pass a background investigation and obtain a security clearance.
Other Skills, Knowledge, and Abilities:
• Computer skills including proficiency in Microsoft Office Suite.
• Organizational skills commensurate with position. (i.e., set inspection schedules, disposition of records and documents)
Physical Demands:
• Regularly required to sit, walk, and stand; talk or hear; use hands repetitively to finger, handle, feel or operate standard office equipment; reach with hands and arms; and lift 75 pounds.
• Move wrists, hands and/or fingers frequently and regularly.
• Occasionally exert up to 100 pounds of force.
• Adapt to temperature changes (including extreme heat)
