Description
CITY OF NORFOLK: Department of Public Works, Combined Operations Division is seeking an Engineering Technician I position to inspect the Storm Water infrastructure as part of the preventative maintenance program, including identifying problems, scheduling maintenance, and updating GIS mapping database systems.
The Department of Public Works builds, maintains, and operates the physical facilities that support and enhance the lives of Norfolk's citizens, businesses and visitors, including the City's Street Network, Traffic Management System, Storm Water System, Waste Management, and Recycling.
Hiring Range: $41,187 - $47,365
Essential Functions
Essential functions include but are not limited to:
  • Interprets maps, plans and Storm Water infrastructure specifications for field verifications and inspection.
  • Implements the preventative maintenance and inspection program for Storm Water infrastructure including ditch maintenance, system repairs, system cleaning, and Storm Water pond maintenance.
  • Locates and inspects underground Storm Water infrastructure utilizing maps, equipment, and lifting manhole covers to identify maintenance requirements.
  • Conducts field evaluation and priority requests.
  • Completes documentation associated with Storm Water system conditions/assessments.
  • Planning and conducting inspections and coordinating preventatives maintenance with various city operational crews.
  • Conducts field verification and assesses Storm Water utility easements and encroachment locations for development.
  • Manages utility location request records by sorting tickets from the "Miss Utilities" call center, routing records, entering data into computer programs, researching, and gathering information for reports, recording information onto log sheets, maintaining summary records, monitoring expiring tickets, sending responses to the "Miss Utilities" call center and complying with state regulations. This position requires the candidate to work a mandatory rotating on-call schedule to respond to after-hour emergency markings.
  • Locates underground utility structures by marking utility lines using locating equipment, construction drawings, and GIS mapping database systems.
  • Creates legible log entries and rough sketches of utilities and landmarks with dimensions. Collects and processes GPS data for utility structures with GIS Technicians to update Storm Water GIS mapping.
  • Assists with contractor management for special engineering/CIP projects or environmental code enforcement. Monitors project status and assists with resolving problems.
  • Follows all safety procedures in daily routine such as establishing Work Zone Traffic Control or entering Confined Spaces.
  • Provides technical support to operational staff, meets with engineers, consults with contractors, coordinates with environmental regulatory staff, and attends meetings.
  • Coordinates with others within or outside the organization. These contacts may involve similar work units or departments within the City which may be involved in decision making or providing approval or decision-making authority for purchases or projects.
  • Directs snow, ice, flooding, and debris removal operations during emergency conditions.
  • Responds to citizen requests, civic groups, and interdepartmental agencies. Performs duties by providing public information, receiving citizen inquires and complaints, investigating problems, developing solutions, participating in public meetings, providing status reports, attending inter and intra departmental meetings and serving on committees.
  • Investigates reports of illegal activities, citizen complaints or spill response which may impact the environment.
  • Requires the ability to read contracts, construction drawings, technical specifications, manuals, City codes and policies, memorandum, and general correspondence.
  • Requires the ability to write reports, logs, field notes, project schedules, and general correspondence including letters or e-mails.
  • Must be able to communicate effectively, both orally and in writing.
  • Research documents. Compiles and oversees data for computer entry.
  • Must be proficient with the use of computers, particularly Microsoft Office, Excel and Outlook, to prepare correspondence and maintain tracking databases and spreadsheets. Basic knowledge of mapping database systems a plus.
  • Requires the ability to develop and monitor internal policies and procedures/SOPs.
  • Must be able to open manholes and catch basins. Must be able to lift 20-50 pounds on a regular basis with the aid of tools or co-workers.
  • Requires ability to accomplish tasks on construction sites and in waterfront areas with varying degrees of accessibility.
  • Requires normal hearing, peripheral vision, and depth perception to safely work in right of ways with high volume of vehicular traffic.
  • Work requires the ability to perform general math calculations such as addition, subtraction, multiplication, division, algebra, geometry and trigonometry.
  • Work requires the occasional oversight of helpers, assistants, seasonal employees, interns, volunteers or temporary employees.
  • Walks, stoops, climbs, lifts, traverses difficult terrain, construction sites and shoreline areas. Must be physically cable to carry equipment and tools without difficulty.

Education/Experience
Work requires knowledge necessary to understand basic operational, technical, or office processes. Level of knowledge equivalent to four years of high school or equivalency.
Six months in drafting, GIS, sub-professional engineering; or a directly related field; or an equivalent combination of education and experience.
Additional Information & Requirements
Must possess valid Driver's License. Must provide a copy of Division of Motor Vehicle driving record (obtained within last 30 days) during the interview.
  • May be required to obtain a Virginia Erosion and Sediment Control Inspector's Certification.
  • May be required to obtain a Virginia Storm Water Management Inspector's Certification.
  • Must maintain annual Hazwoper-Awareness Level Certification
  • May be required to obtain a City of Norfolk Special Police Commission.

Work Hours: Monday - Friday 7:00 am to 3:30 pm; 40 hours per week every week; This position will require the candidate to work a mandatory rotating on-call schedule to respond to after-hour emergencies.
Signing Bonus: This position is eligible for a one-time $5000 sign on bonus.
  • Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
  • Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
  • Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
  • Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
  • The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant's school of enrollment must be an accredited institution.
