The California Department of Transportation (Caltrans) Highway Performance Monitoring System (HPMS) is a comprehensive data collection and reporting program managed by the Office of Data Services and Technology (ODST). It serves a critical role in assessing the performance of California's highways and ensuring compliance with federal transportation regulations and is seeking to hire Student Assistants to work with a team of Engineers to perform tasks that would fulfill the mandated program. Those tasks include gathering HPMS data from internal and external sources, Quality Assurance (QA) & Quality Control (QC), editing data into Federal Highway Administration (FHWA) required data formats, and work on other tasks as assigned.

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.
Depending on the type of position you are applying for, a pre-employment background check consisting of one or more of the following may be conducted: employment history, professional references, criminal check: educational verification (degree, license, or official transcript) or DMV clearance. Must be a college student attending classes during the regular term (fall, spring, and winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled in at least six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

Work Schedule
Flexible workdays and work hours, Monday - Friday, between 8 AM - 5 PM. Final work schedule will be determined by the supervisor.
Additional Work Schedule
Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday - Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, and summer).
Minimum Qualifications
- Must maintain a minimum cumulative 2.0 GPA.
- Must complete each term with minimum unit requirements for Undergraduate and Graduate student classifications. Proof will be collected at the end of each Spring and Fall term.
- Possession of a valid California driver's license.

Preferred Qualifications
- Data Analysis Skills: Proficiency in data analysis techniques, utilizing software such as Microsoft Excel, R, SQL, and data visualization tools.
- Transportation Data Knowledge: Familiarity with transportation data and key performance metrics is a plus.
- Computer Proficiency: Adeptness with software applications and databases, including any prior experience with HPMS-specific software or GIS tools.
- Eagerness to Learn: A strong desire to learn and adapt to evolving tools and methodologies in the transportation data field.
- Interest in Transportation: A genuine passion for contributing to the transportation sector's improvement.
- Under the amendment to Government Code Section 18220, state agencies shall give preference to a qualified applicant (up to 26 years of age) who is, or has been, a dependent child in foster care, a homeless youth, a formerly incarcerated youth, or a victim of human trafficking.
Duties and Responsibilities
- Utilize computer-based procedures for the compilation, editing, and input of engineering information into the FHWA-provided HPMS database.
- Manage traffic data processing for both the state highway system and non-state systems.
- Handle the speed limit data for both state highways system and non-state systems.
- Work with the Caltrans asset management team to extract roadway inventory, traffic, and pavement data.
- Verify the precision of data and assess data integrity using federal software and additional querying methods.
- Implement necessary corrections to guarantee accurate data reporting.
- Create statistical and engineering reports encompassing traffic and roadway data for a range of federal, state, and local agencies, as well as research institutions.
- Deliver presentations to managers, stakeholders, and the public regarding the activities and outcomes of the HPMS branch.
- Travel to attend meetings, conferences, or training sessions may necessitate operating a vehicle on public roads.
