The California Department of Transportation (Caltrans) is seeking to hire Student Assistants to assist other engineers in the preparation of planning and programming documents, reviewing technical and other related documents, in a learning capacity, under close supervision of a Senior Transportation Engineer/Project Manager/Design Manager/Permit Manager. The Student Assistants will assist in a wide range of administrative services relating to the Encroachment Permits Office.

This is a part-time, temporary, non-benefited, student position. Employment in all positions with University Enterprises, Inc. is dependent upon the mutual consent of University Enterprises, Inc. and the employee. This means that either University Enterprises, Inc. or the employee can, at any time, terminate the employment relationship at will, with or without cause.

Prerequisites
Must be a college student attending classes during the regular term (Fall, Spring and Winter, if applicable), at one of the accredited colleges or universities on our affiliation list.

Students must be enrolled in at least six-semester units or nine quarter units for undergraduate students; four-semester units or six quarter units for graduate students.

Work Schedule
Flexible workdays and work hours, Monday - Friday, between 8 AM - 5 PM. The final work schedule will be determined by the supervisor.
Additional Work Schedule
Student Assistant and Graduate Assistant employees generally work up to 24 hours per workweek (Sunday - Saturday) during the academic year and up to 40 hours per workweek during breaks; (winter, spring, summer).
Minimum Qualifications
- Must maintain a minimum cumulative 2.0 GPA.
- Must complete each term with minimum unit requirements for Undergraduate and Graduate student classifications. Proof will be collected at the end of each Spring and Fall term.
- Good technical writing ability is required.
- Proficiency in Microsoft (MS) Office (MS Excel and MS PowerPoint, in particular).
- Must possess the ability to:
- Multi-task and adapt to changes in priorities.
- Complete tasks or projects with short notice.
- Follow oral and written instructions and learn operating procedures and methods.
- Satisfactorily carry out increasingly difficult assignments.
Preferred Qualifications
- Previous experience in an administrative or office role.
- Under the amendment to Government Code Section 18220, state agencies shall give preference to a qualified applicant (up to 26 years of age) who is, or has been, a dependent child in foster care, a homeless youth, a formerly incarcerated youth, or a victim of human trafficking.
Duties and Responsibilities
- Assist the Permit Managers with various routine office administrative work related to encroachment permits.
- Asist with processing billing for permittee. Work may include, but not be limited to tallying hours worked on the encroachment permit, entering billing information into system, creating/printing copies of bill, printing accounting log, producing transmittal report, and transmitting progress and final billings to Headquarters Accounting for invoicing or processing refund.
- Tracking permit closures using Microsoft Excel and a database.
- Organizing and tracking of microfilm and related records.
- Filing various documents associated with encroachment permits.
Physical Requirements
The person must be able to sit for prolonged periods of time while using a keyboard/mouse and video display monitor to read or develop documents or while attending meetings. Must be able to use fine manipulation and/or simple grasping during the course of the workday. Bending, stooping and pulling may be required within the normal course of performing some of the responsibilities with this position.
Working Conditions
Work is performed in an office environment.
The person will work in a climate-controlled environment with artificial lighting for extended periods of time. Due to periodic problems with the heating and air conditioning, the building temperature may fluctuate.
