State of Idaho Opportunity

The Idaho Department of Water Resources (IDWR) is offering an exciting opportunity for an individual to impact water management while ensuring public safety. This position is in the IDWR Northern Regional Office in Coeur d'Alene, Idaho. It is open to engineers who have obtained their Professional Engineer credential as well as interns who are working towards licensure.

 The successful candidate will support the IDWR Safety of Dams programs, as well as other water resource programs. The position provides a unique opportunity to develop your engineering career in natural resources. At IDWR, employees experience autonomy, work-life balance, periodic field work, and a professional office environment. IDWR’s Northern Region encompasses the ten northern-most counties in Idaho, where opportunities for outdoor recreation abound.

 A one-time $5,000 RECRUITMENT BONUS is offered for this position to non-State of Idaho employees. Recruitment bonus criteria must be met. Additionally, this position may be eligible for a relocation reimbursement in accordance with the State Moving Policy and Procedures.

 There are four job classification levels for this opening:  Engineer, Intern; Engineer, Associate; Engineer, Staff; and Engineer, Technical 1. Through on-the-job training, classroom training, and achievement of team goals and agency goals, there will be opportunities to progress to the next full working-level job class in the Engineering career track.

 As an Engineer-In-Training (EIT) you will enter at the Engineer Intern or Associate level, depending on your level of experience.

 As a licensed professional engineer, you will enter at the Staff or Technical 1 Engineer level, depending on your level of experience.

EXAMPLE OF DUTIES

  • Inspect existing dams and monitor construction activities for new dams and hydraulic structures
  • Perform limited technical engineering analysis related to dam design, hydrology, and slope stability
  • Engage dam owners and local emergency service providers to include dams and reservoirs in hazard assessment, communication, and risk mitigation activities
  • Assist with operations management for the Priest Lake Outlet Dam
  • Coordinate collection of water discharge, water use, and related data
  • Process water right filings for permits, transfers, and ownership changes
  • Respond to customer inquiries regarding water rights, filing requirements, statutes, rules, policies, and potential violations
  • Provide engineering and technical assistance to other Northern Region programs
  • May supervise professional and/or technical staff


ENGINEER INTERN AND ENGINEER ASSOCIATE LEVELS

Minimum Qualifications

 Candidates must meet one of the following criteria within 6 months of employment offer:

(One of the top three bulleted criteria below must be completed before the start of employment)

  • Certification by the Idaho Board of Professional Engineers as an Engineer-In-Training
  • OR Certification as an EIT from another jurisdiction that included graduation from a four-year engineering curriculum accredited by the Engineering Accreditation Commission of the Accreditation Board for Engineering and Technology (EAC/ABET)
  • OR graduation from a four-year engineering curriculum accredited by the EAC/ABET PLUS verification that the candidate has passed the Fundamentals of Engineering Examination
  • Valid driver's license

* The Engineer Intern level is met based on the minimum qualifications listed above.

 * The Engineer Associate level is met based on the minimum qualifications listed above AND at least two years of work experience post-certification. 

Desired qualifications and experience

  • Some knowledge of Water Resource Management

STAFF AND TECHNICAL 1 ENGINEER LEVELS

Minimum Qualifications

  •  Licensure: Licensed in Idaho as a Professional Engineer (PE); or eligible for comity licensure by the Idaho Board of Professional Engineers in accordance with Idaho Code, Title 54, Chapter 12
  • Experience: analyzing, interpreting, and applying federal, state, and local laws when applying professional engineering principles and practices; writing technical engineering reports; evaluating, selecting, and adapting standard engineering plans, specifications, and standards in completing projects; coordinating field work and inspecting projects or facilities for compliance with standards
  • Valid driver's license

* The Staff Engineer level is met based on the minimum qualifications listed above.

 * The Technical 1 level is met based on the minimum qualifications listed above AND at least four years of work experience post-licensure as a staff engineer with experience referenced below. A master's degree in a related field such as hydrology, geology or geosciences, geotechnical engineering, or civil or environmental engineering can qualify for one year of additional experience. A Ph.D. in one of the related fields can qualify for three years of experience. A Technical 1-level engineer is expected to handle more difficult projects with little supervision.

Desired qualifications and experience

  • Experience applying engineering principles and practices to design and construct dams or mine tailings impoundment structures; inspect dams or mine tailings impoundment structures; monitor construction activities for new dams or mine tailings impoundment structures; or review plans and specifications for approval to construct new dams or modify existing dams
  • Engineering experience related to water resource management
  • Some knowledge of hydrology, water rights, water resource management, and/or agriculture. This experience may be accomplished through work experience post-licensure as a staff engineer or successful completion of at least 12 credit hours of related education in surface and groundwater hydrology, dam safety evaluation, stream channel alteration, irrigation methods and systems, design of hydraulic structures, or related areas of water measurement and use
  • Writing technical engineering reports
  • Evaluating, selecting, and adapting standard engineering plans, specifications, and standards in completing projects

WORKING CONDITIONS

Much of the work occurs in an office environment. Periodic field inspections are required and involve walking over rough terrain, exposure to variable weather conditions, and lifting and carrying up to 30 pounds. Out-of-town day trips and occasional overnight trips are required.
