We do this by supporting children, families, and childcare providers in Essex County through advocacy and action, providing education and referrals, sharing best practices, and helping families access available financial resources.
Essential Duties and Responsibilities:
The Subsidy Programs Department provides financial assistance to eligible parents, guardians, and foster parents to assist with the costs of childcare. As an Eligibility Program Specialist (ECC), you will be responsible for processing manual payments/recoupments and/or create logs to track payments, documents, or file history, ensure compliance of child care providers in accordance with standard procedures outlined in the Subsidy Operations Manual. Specific duties may include:
- Oversee the operation of the ECC payment system.
- Perform EPPIC System Duties:
- Add designees to the EPPIC system.
- Link customers' Family First cards to the EPPIC system.
- Provide technical assistance to customers and providers, and ensure parents properly pin their EBT card.
- Verify and collect attendance to facilitate payments and adjustments in EPPIC.
- Conduct payment analysis to resolve payment discrepancies.
- Other related ECC functions as needed
- Reconcile data.
- Review POS transactions.
- Review payment discrepancy forms.
- Conducting payment research.
- Responding to provider inquiries and provide technical assistance.
- Preparing and tracking payments, recoupments, and parent repayments.
- Maintaining, securing, and safeguarding confidential information.
- Retrieving data from internal and external databases.
- Filing.
- Entering delinquent accounts into TOP SOIL database.
- Attending training and professional development as needed.
- Providing other related duties as requested, assigned, or directed.

Physical Requirements:
- Must be able to lift up to 10 pounds at a time
Education and Experience:
- High school diploma required
*NOTE: Participants in the subsidy programs are ineligible for this position. In accordance with federal guidelines, employees with access to Federal Tax Information (FTI) must undergo a local, State, and Federal criminal background check every five (5) years.
