Job description

Positions at the Water Boards may be eligible for telework with in-person attendance based on the operational needs of the position.
Under general guidance and administrative direction of the Chief Deputy Director, the incumbent is responsible for overall leadership and management of the State Water Board's newly established Office of Sustainable Groundwater Management, including planning, organizing, directing, and administering all activities and operational functions of the Office. Consistent with State Water Board priorities, including its racial equity resolution and action plan, the incumbent is responsible for developing, proposing, and implementing policies and programs for the advancement of state Groundwater Management and for establishing and maintaining effective working relations with State, Federal, and local governmental agencies, public and private organizations, and other interested persons. The Director for the Office of Sustainable Groundwater Management will also serve as a principal policy advisor to State Water Board members and the State Water Board's Executive Team on matters relating the implementation of the Sustainable Groundwater Management Act.
The position is located at 1001 I Street on the 13th floor of a high rise building, right in the heart of downtown Sacramento next to light rail stations and other public transportation.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:
  • Knowledge of the organization and functions of California State Government including the organization and practices of the Legislature and the Executive Branch; principles, practices, and trends of public administration, organization, and management; techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; the department's or agency's Equal Employment Opportunity Program objectives; and a manager's role in the Equal Employment Opportunity Program.

  • Experience managing, coaching, and leading a multidisciplinary staff, including planning, directing, organizing, and motivating staff to ensure development and implementation of effective regulatory or natural resource management programs.
  • Experience managing complex programs and projects, ensuring the timely delivery of precise and well-conceived deliverables that consider and integrate multiple, and at times divergent, perspectives.
  • Knowledge and understanding of California water, specifically including laws and regulations pertaining to Groundwater Management in California, and the principles and practices of Groundwater Management generally.
  • Strong interpersonal skills, including demonstrated skills in communication and interaction with diverse groups and populations, and the ability to successfully collaborate with stakeholders who may be impacted by regulatory decisions.
  • Effective written and oral communication skills with a diverse and wide range of audiences, including the ability to translate complex technical concepts into easily understandable language for various audience types and levels.
