GENERAL PURPOSE:
Under the supervision of the Chief Medical Officer (CMO), the Director of Pharmacy Operations plans, directs, controls, and organizes the clinical and business operations of the organization's pharmacies and 340 B business lines. Implements pharmacy system service enhancements, programs, or initiatives to increase services to patients. Identifies changes in the marketplace, risks, growth opportunities, and participates with internal partners to maximize market share and reimbursement. In collaboration with the Director of Pharmacy, the Director of Pharmacy Operations is responsible for maintaining the program in compliance with regulations and passing pharmacy and 340 B audits.
MAIN RESPONSIBILITIES & DUTIES:
- Coaches, mentors, and trains Pharmacy Drivers and Clerical support staff. Provides continuous performance management and conducts employee performance evaluations. Addresses performance and/or behavior issues, clarifying expectations and providing feedback. Supports staff growth and development. Assesses the educational and experience needs of staff in collaboration with the individual. Encourages staff to seek educational opportunities incorporating job related training in addition to mandatory training. Participates in the recruitment and selection of staff. Provides orientation to outline job requirements and expectations, policies and procedures, and proper use of tools and equipment.
- Integrates pharmacy services into Ampla Health primary functions. Coordinates and integrates interdepartmental and intradepartmental services. Develops the growth of specialty pharmacy in the pharmacy service line.
- Manages the development and implementation of additional pharmacy services. Manages Pharmacy Operations, including Clinic Pharmacies and other services, as they are built.
- Provides oversight and conducts the work surrounding Ampla Health 340b medications in all clinics for patient administration. Manages and conducts the work surrounding all contract pharmacy arrangements to ensure compliance with pharmacy and 340B regulations. Monitors and ensures corporate 340B compliance. Serves as the principal point of contact for corporate wide 340B related issues.
- Manages all contract execution and pharmacy arrangements to ensure regulatory and organization compliance, patient safety, and corporate objectives are met.
- Assesses utilization of plans and formularies and negotiates with PBM/Plans for necessary levels of service to meet the needs of patients.
- Assesses contract profitability and utilization and recommends continuation or termination.
- In collaboration with Chief Medical Officer (CMO), Director of Pharmacy, Chief Dental Officer (CDO) and other executives or senior managers, develops and implements pharmacy policies and procedures that guide and support the provision of corporate pharmacy services in accordance with accreditation and legal requirements. Holds team accountable to monitor and enforce compliance to Pharmacy and corporate policies and procedures.
- Develops and monitors the Pharmacy driven Patient Assistance Programs.
- Develops the annual fiscal operating and capital equipment budgets for the pharmacies and pharmacy department. Manages corporate Pharmacy Operations to the annual budget.
- Researches, proposes, and manages the development of long- and short-term goals and objectives for the pharmacies and pharmacy department. Ensures that goals are aligned with the organization’s goals
- Conducts financial and quantitative analysis and monitors existing or proposed programs and services. Researches and develops opportunities for revenue development.
- Analyzes reports and industry information to determine trends and risks to pharmacy services. Develops and implements a plan to mitigate risks.
- Identifies, negotiates, implements, reviews, approves, manages, and maintains all pharmacy related vendor contracts for pharmacy services, inventory, billing, reconciliation, and reimbursement.
- Responds to requests from auditors, attorneys, and government agencies on issues related to pharmacy services. Conducts internal investigations as needed for compliance related issues.
- Analyzes managed care reimbursement for pharmacy. Makes recommendations for contracting with managed care agencies.
- In collaboration with other senior managers, develops quality assurance processes to ensure safe, legal, and ethical practices.
- Performs other duties as assigned.

- Responsible for drug manufacturer 340B Drug Inquiries
- Responsible for Clinic Pharmacy Permits and Pharmacy Licenses.

PROFESSIONAL KNOWLEDGE, SKILLS & ABILITIES
- Pharmacy Operations and 340B Experience Required.
- Five years’ operations management experience in a healthcare or service environment.
- Master’s Degree in Health Administration, Business Administration or related field with three (3) year’s experience preferred or Bachelor’s degree with 5 year’s of experience.
- Written and verbal communication skills in English commensurate with college level education.
- Valid California Driver's License, proof of insurance, and personal transportation.
- Demonstrate clear knowledge of Ampla Health’s clinic structure, standards, procedures, and protocols.
- Ability to provide vision and leadership for the functional department and organization.
- Ability to create and implement strategy that aligns with organization goals.
