POSITION SUMMARY

Under the general direction of the Chief Financial Officer, requiring independent judgment in the application of established procedures, plans and directs the I.T. department. Job performance contributes to the achievement of the goals of the department and the Agency. Performance of the typical responsibilities and duties requires the ability to perform the job duties, explain to/instruct others, persuade others, and negotiate with others, involving job-related matters generally of unusual complexity.

The Director of IT is responsible for overseeing and managing of the entire Information Technology Department and ensuring that our company’s technology is meeting its goals and objectives efficiently. As the organization’s Security Officer, is also responsible for all ongoing activities related to the availability, integrity and confidentiality of client, provider, employee, and business information in compliance with the organizations security policies and procedures, regulations, and law.


TYPICAL RESPONSIBILITES AND DUTIES:

  • Effectively leads staffing resources in the Information Technology Department.
  • Serves the role of the HIPAA Security Officer and collaborates with the Privacy and Compliance Officer to assess and prevent risk to RCS.
  • Update and maintain all Security related policies and procedures with applicable laws and regulations.
  • On an annual basis, creates a plan with annual goals and objectives to present to the Chief Compliance Officer.
  • Manages budgets within the limits of the organization’s financial resources.
  • Participates in a variety of Leadership meetings to help plan the future of RCS.
  • Participates in PQI activities, including but not limited to being a member of PQI committees as assigned by the Chief Financial Officer.
  • Takes a lead role on development and maintenance of the Electronic Health Record to maximize efficiency and effectiveness.
  • Takes a lead role in developing technology policies and procedures.
  • Ensures RCS technology infrastructure is compliant with the High Tech, and other applicable regulatory standards.
  • Stays up to date on security risks and ensures agency security by conducting annual risk assessments and as needed.
  • Assist the Compliance Officer and/or Privacy Officer in conducting privacy investigations as necessary.
  • Manages Security Breach reporting.
  • Manages an effective and operational technology infrastructure with minimum down time.
  • Responds to emergency situations related to technology as it relates to the organization’s safety and disaster plans.


MINIMUM QUALIFICATIONS:

EDUCATION, TRAINING AND EXPERIENCE:

  • Bachelor’s degree in computer science or related field, or equivalent education and experience.
  • Minimum 5 years of related experience.
  • Minimum 3 years of management experience in an IT setting.
  • Solid knowledge of current security protocols and threats.
  • Hands on Experience in relevant coding languages (C#, SQL, HTML, JavaScript, Script Link) highly preferred.


LICENSE(S):

  • A valid CA driver’s license, current auto insurance and a good driving record as documented by DMV.


KNOWLEDGE AND SKILLS:

  • Working knowledge of and experience with Microsoft 365, Microsoft Azure/Entra ID, and SaaS Cloud solutions and protocols.
  • Working knowledge of and experience with Netsmart myAvatar.
  • Working knowledge of reporting tools such as Crystal Reports and/or Power BI.
  • Proficiency in SQL, Script Link, .Net, and pipeline deployments using Azure DevOps.
  • Excellent understanding of coding methods and best practices.
  • Maintains confidentiality.


SPECIAL REQUIREMENTS:

  • Must be able to meet and receive a criminal records clearance as required by Title XXII licensing regulations.
  • CHPC or CISSP certification, preferred, for HIPAA Security role.

  • Climbing and crawling are generally not required.
