Primary Purpose: Assist the Human Resources Department in crucial areas, to include being responsible for the district's ESSA Equity Plan, Teacher Incentive Allotment, district appraisal monitoring, staffing, position control, personnel management, and T-TESS / T-PESS management. Ensure district compliance with applicable state and federal laws, regulations, certification, licensing, and permit requirements of applicants and employees. Assist with the recruitment and retention of qualified personnel. Verify and monitor higher education/degree status, certification, licensing, permit status, and employment/contract status of applicants and employees. Ensure Principals and Directors have conducted reference checks on candidates prior to submitting a recommendation to hire. Communicate frequently with applicants, employees, administrators, Educator Preparation Programs, and other outside agencies.
Qualifications:
Education/Certification:
- Master's Degree from an accredited college or university
- Administrative, Mid-Management, or Principal Certification Preferred
- Texas Teaching Certification Preferred
- T-TESS and T-PESS certified Preferred
Special Knowledge/Skills:
- Knowledge of federal ESSA Equity Plan requirements
- Experience with Teacher Incentive Allotment
- Thorough knowledge of appraisals and evaluations of public school employees, to include T-TESS / T-PESS and local evaluations
- Working knowledge of certification laws per Texas Education Code Chapter 21, guidelines/requirements, Texas Education Code, and District policies and practices
- Strong ability to interpret policy, procedures, and data
- Strong organizational, communication (written and verbal), and interpersonal skills
- Experience in developing and delivering effective staff development
- Advanced operation use of Microsoft Office and Google Suite products
- Ability to organize multiple, complex tasks simultaneously and independently
Experience:
- A minimum of five years' successful experience in district administration preferred
Major Responsibilities and Duties:
Personnel Management
- Oversee the management of the district appraisal and evaluation process for all employees per federal, state, and district guidelines, including the teacher appraisal system (T-TESS), the Principal appraisal system (T-PESS), and the local evaluations for the district.
- Responsible for the creation of the T-TESS and T-PESS Calendars for board approval.
- Responsible for training all staff in T-TESS and T-PESS, as well as providing the calibration training for T-TESS for the Teacher Incentive Allotment.
- Monitor the status of all employee certifications and higher education/degrees through coordination, communication, and compliance to ensure the district meets federal, state and local laws, regulations, certification, licensing, and permit requirements.
- Verify certifications for highly qualified status of teachers and paraprofessionals and provide additional testing support if needed.
- Monitor and track state certification and training requirements for Pre-K teachers.
- Establish and support the teacher mentor program for the district with the goal of expanding the program to grow and retain additional staff.
- Responsible for ensuring Principals and Directors perform reference checks on candidates prior to submitting a recommendation to hire.
- Assist with hiring and training of substitute staff.
- Collaborate with principals for contract recommendations for the board of trustees.
- Assist with the management of compensation analysis and pay equity control.
- Attend training and assist in the collaborative efforts of the Teacher Incentive Allotment (TIA) with various staff members and departments in order to submit amendments, changes, and provide support to the district TIA plan.
- Assist the Chief Human Resources Officer in conducting administrative investigations related to alleged violations of District policies and procedures.
- Serve as a hearing officer for Level One and Level Two employee, student, and parent grievances.
- Responsible for researching, monitoring and reporting the status of staffing through maintenance of position control for the district.
- Assist with employee payroll and benefits by collaborating with the Human Resources department, as well as the finance department.
- Compile, maintain, and file all physical and computerized reports, records, and other documents required.
- Maintain frequent and collaborative communication with the Chief Human Resources Officer regarding all projects and activities.
- Assist with the organization and recruitment at all internal and external job fairs.
- Responsible for creating, coordinating, and managing the district ESSA (Every Student Succeeds Act) Equity Plan per federal, state, and local guidelines.
- Ensure employee information is accurate in the data management system to align with PEIMS reporting
- Keep abreast of the latest information and attend training necessary to the professional growth in the areas assigned.
- Maintain a professional relationship with applicants, colleagues, administrators, students, parents, outside agencies, and community members.
- Use effective communication skills to present information accurately and clearly.
- Keep informed of and comply with federal, state, district, and school regulations and policies for areas of responsibility.
- Ensure confidentiality at all times.
- Successfully perform other duties as assigned.
Supervisory Responsibilities: Supervise the HR Coordinator and any clerical staff assigned
