Summary:

The Director of (affordable) Housing oversees day-to-day management of the portfolio for the Company. The Director implements policies and procedures, works with outside agencies and strategically grows the department by working in conjunction with development and evaluating third party management opportunities. The Director works with onsite staff, corporate office staff, and senior leadership team while promoting company mission, values and culture, as well as acting with the highest level of ethical decision-making at all times.
Essential Functions:

Financial Analysis and Profitability:
  • Solicits and brings new management opportunities to be vetted by the senior leadership team.
  • Works to achieve the highest possible net operating incomes through the implementation of effective cost control and revenue improvement programs on a portfolio-wide basis.
  • Manages the properties efficiently and profitably given existing market conditions and consistent with the goals and objectives of the company and property owners.
  • Directs the portfolio-wide annual operating budgets and sales/marketing plans.
  • Works with management/owners to identify property/financial goals and objectives.
  • Maximizes rental income while minimizing expenses through effective planning and control measures.
  • Monitors income/delinquencies.
  • Identifies trends and recommends appropriate strategies and adjustments for monthly corporate meetings.
  • Accurately and comprehensively conveys all operational reports and recommends appropriate strategies and adjustments at regular executive corporate meetings.
  • Has knowledge of and assists in the preparation for any scheduled audits, USDA, HUD, REAC, DHCR, or other regulatory agency inspections, investors, owners, local fire, city, county, or state inspections. 
  • Conducts monthly hot property reviews of properties.
  • Coordinates with the Director of Facilities to establish and maintain the portfolios' physical assets.
  • Coordinates with the Compliance team to ensure the properties' files and recertifications are kept up to date and completed correctly.

Marketing & Resident Retention:
  • Establishes and implements leasing goals.
  • Enforces established company policies and procedures for screening applicants for residency.
  • Assists in the preparation of innovative and detailed marketing and resident retention plans to maximize occupancy and income.
  • Directs staff to manage resident functions in such a manner as to maintain the respect and goodwill of all residents.
  • Enforces resident retention practices and service request follow-ups.
  • Assists and ensures that all customer complaints are handled promptly and appropriately.
  • Implements and monitors effective lease renewal programs to maximize continued occupancy and income. Ensures consistent, respectful and professional communications to residents as required. 

Administrative:
  • Ensures timely and accurate communication with owners, executive leadership team and supervisors regarding all phases of property operation and significant changes or problems.
  • Responds to Request for Proposals and/or Qualifications.
  • Analyzes and evaluates monthly and/or quarterly financial statements and drafts clear and concise owner’s reports to substantiate the analysis.
  • Effectively, respectfully, and professionally partners with all staff at all times.
  • Ensures proper use of Property Management software and training as needed.
  • Works in collaboration with Operations to promote a “safety first” culture and ensures that all staff comply. 
  • Conducts occasional routine site inspections including files and office operations, interior and exterior of units and buildings, building systems, and curb appeal.

Development:
  • Contributes to applications - HFA, Part of FHLB, RAD.
  • Assists in completion of Operation Budgets, AMI Targets and Rent Structures, keeping in mind regulatory requirements and service programs.
  • Signs off on civil plans, floor plans and construction plans.
  • If HAP involved, completes work associated with Housing Authorities.
  • If FHLB, completes work required regarding residents and income.
  • Orchestrates and assists in completion of new property set up/lease up.

Mental and Physical Demands:
  • Experiences frequent interruptions; required to meet inflexible deadlines; requires concentration and attention to detail; requires ability to problem-solve; requires a high level of organizational and prioritization skills.
  • Requires ability to maintain confidentiality of information received.
  • Must be able to maintain professional, respectful and collaborative communication as well as act with the highest standards of ethical conduct at all times.
  • Required to sit for prolonged periods; exposed to visual display terminal for prolonged periods; dexterity and precision required in the operation of a computer.
  • Ability to lift up to 25 pounds.

Supervisory Responsibilities:
  • Models leadership and leads by example. 
  • Directly supervises regional managers.

  • Implements strategic growth plan and hires new staff in coordination with Human Resources.
  • Encourages and facilitates training for staff including safety, emergency procedures and other job-related development opportunities.
  • Ensures staffing schedules are consistent with property needs.
  • Reinforces compliance of all Human Resources policies with staff.
  • Successfully onboards new staff members as outlined in Onboarding Procedure.
  • Effectively performs and documents appropriate staff evaluations; is dedicated to assisting employees in managing their careers and reaching their professional goals through promotion and transfer opportunities by discussing job performance and objectives on a frequent and ongoing basis.

Education Requirements:
  • Bachelor’s degree from an accredited college or equivalent Real Estate education.
  • Accredited Resident Manager (ARM) or Certified Property Manager (CPM).
  • Additional requirements for Affordable Site Management
    • Certified Occupancy Specialist (COS).
    • C3P Tax Credit and LIHTC certification.
    • STAR certification.

  • Must have knowledge of financial operations and budgeting.

  • Must be computer proficient in Microsoft Office including Word, Excel, and Outlook and have the ability to effectively navigate the Internet.
  • Proficient use of compliance software such as Boston Post, Yardi, or One Site is required. 
  • Must be able to manage a flexible schedule and remain available for property emergencies, augmenting property staff, as needed.
  • Regular travel between local residential sites required - out of area travel to residential sites, as necessary.
  • Must possess valid driver’s license and New York State motor vehicle insurance.
  • Possession and required use of a personal cell phone required.
  • Performs other duties as assigned and commits to promoting company mission, values and culture.
