ASSISTANT DIRECTOR
The City of Lockport Housing Authority is seeking a highly-qualified professional for the position of Assistant Director. Reporting to the Executive Director, this position is responsible for the administration of day-to-day activities of the Department of Housing and Urban Development (HUD) Public Housing and Housing Choice Voucher programs ensuring that the operational functions are performed effectively, efficiently and in accordance with applicable federal, state, and local laws and regulations.
Duties and Responsibilities
· Administration of day-to-day activities of HUD housing programs;
· Designs and revises program policies and procedures to comply with federal program regulations;
· Assists with the hiring, supervision, and training of housing authority staff;
· Assists in the preparation of operating budgets and forecasts to maximize program utilization;
· Oversees the preparation and maintenance of tenant records and conducts regular quality control reviews;
· Assists in the procurement of contracts, supplies, materials, and equipment;
· Manages the collection of rents and the eviction process including court proceedings;
· Prepares and submits required HUD reports and reviews HUD data to maintain compliance with program regulations;
· Assumes the duties and responsibilities of the Executive Director in his/her absence;
· Completes special projects as assigned.
Required Knowledge and Abilities
· Ability to read, analyze and interpret governmental regulations and other general business documents;
· Outstanding verbal and written communication skills and customer service skills;
· Excellent problem-solving skills with the ability to make complex and sensitive decisions in a timely manner;
· Knowledge in the principles and practices of public administration including budgeting and accounting;
· Excellent supervisory skills including the ability to train, discipline, and motivate housing authority staff;
· Strong computer skills including Microsoft Office, housing software, and internet;
· General knowledge of federal and state procurement regulations preferred;
· General knowledge of the HUD Section 3 Economic Opportunities program preferred.
Minimum Qualifications
· Bachelor’s Degree in Business Administration, Public Administration or a closely related field and two (2) years experience in housing management in a supervisory capacity; or
· Associate’s Degree in Business Administration, Public Administration or a closely related field and four (4) years experience in housing management in a supervisory capacity.
