JOB POSTING
This position works remotely requiring a telecommuting agreement and adherence to the UCSC Telecommuting/Remote Work Guidelines. The employee shall be available in a full-time capacity during assigned telecommuting work hours (specific hours to be discussed with supervisor). While telecommuting/remote working, the employee is responsible for ensuring a worksite environment suitable for accomplishing their regular job duties during scheduled hours of work and, if applicable, arranging for dependent care just as they would if they were working at the regular UCSC worksite.

DEPARTMENT OVERVIEW
The Smarter Balanced Assessment Consortium (SBAC) is a public agency supported by 15 members (13 states, one territory and the Bureau of Indian Education). Through the work of thousands of educators, Smarter Balanced created an online assessment system aligned to the Common Core State Standards (CCSS), as well as tools for educators to improve teaching and learning. Smarter Balanced is housed at the University of California Santa Cruz (UCSC) Silicon Valley Extension.

JOB SUMMARY
Establishes systems for maintaining long-term financial health of the organization that include standard procedures that are traceable, transparent, defensible, and consistent with UC and industry best practices. Independently conducts complex financial analyses and modeling, including competing models analysis necessary for planning future financial structures that allow the organization to thrive long-term. Independently, presents budget and financial information to Executive staff and Consortium members. Reports to the Executive Operating Officer; providing recommendations for future financial models, risks, forecasting, and business development cost/benefit modeling. Creates cost models for work products (e.g., the cost of creating a fully operational test question). Creates systems for ensuring that division and department adhere to approved budget. Provides guidance to subordinates to achieve goals in accordance with established policies. Creates, and through subordinate staff manages, key performance indicators for the finance team. Creates systems and training for financial operations, including budgeting and protocols for using and maintaining the Smarter Balanced system of financial software. Creates systems for, and through subordinate staff manages, the annual values-based budgeting process. Serves as a consultant to staff in their budgeting creation and budget management. Work is reviewed and measured based on meeting objectives and schedules. Creates systems that ensure fidelity to processes and operational policies. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.
APPOINTMENT INFORMATION
Budgeted Salary: $91,300 - $141,200/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to post a reasonable estimate of the compensation for this role. The salary shown above is the budgeted amount the University reasonably expects to pay and the salary extended should not exceed this posted amount.

JOB DUTIES
40% - Strategic Financial Analysis
  • Independently conducts complex financial analyses and modeling, including competing models analysis necessary for planning future financial structures that allow the organization to thrive long-term.

  • Establishes and recommends changes to policies that affect units or the organization.
  • Reports to the Executive Operating Officer, providing recommendations for future financial models, risks, forecasting, and business development cost-benefit modeling.
  • Creates cost models for work products (e.g., the cost of creating a fully operational test question) and revenue forecasts.
  • Directs and maintains a system for modeling a variety of business and financial scenarios that supports short-term and long-term resource planning.

60% - Financial Operations Oversight
  • Establishes systems for maintaining the long-term financial health of the organization that includes standard procedures that are traceable, transparent, defensible, and consistent with UC and industry best practices.
  • Creates, and through subordinate staff manages, key performance indicators for the finance team.
  • Creates systems and training for financial operations, including budgeting and protocols for using and maintaining the Smarter Balanced system of financial software.
  • Creates systems for, and through subordinate staff manages, the annual values-based budgeting process.
  • Serves as a consultant to staff in their budgeting creation and budget management.
  • Creates a system of escalation and decision-making for emergent financial matters (e.g., late invoices, unanticipated expenditure needs).
  • Supervises staff in a way that retains, grows, and motivates staff to achieve their highest level of performance.
  • Creates, maintains, and reports on operational and capital budgets and budget processes, staffing, and financial planning of labor and non-labor activities.
  • Manages, through subordinate supervisors and technical leads, the coordination and implementation of activities of a section or department with responsibility for results in terms of costs, methods, and employees.
  • Establishes, assesses, and strengthens appropriate internal controls to protect University resources.

REQUIRED QUALIFICATIONS
  • Advanced degree in related area and / or equivalent experience / training.
  • Comprehensive knowledge of Finance and budget policies, practices and systems; budgeting and reporting techniques; fund accounting; human resource planning; accounting and bookkeeping.
  • Ability to effectively communicate verbally, and writing, and via presentation to a wide variety of audiences, including senior leadership.
  • Client services oriented; good listening, critical thinking, and analytical skills.
  • Knowledge and understanding of internal control practices and their impact on protecting University resources.
  • Ability to create systems that govern financial operations for an organization.
  • Skilled at conducting and directing complex future-looking financial analysis and modeling.
  • Experience ensuring that organizational practices, services, and behaviors support and promote diversity among staff.

PREFERRED QUALIFICATIONS
  • Interpersonal skills and ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Ability to multi-task.

SPECIAL CONDITIONS OF EMPLOYMENT
  • Selected candidate will be required to pass a pre-employment criminal history background check.

  • Must be able to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
  • Ability to work overtime including evenings, nights, weekends and holidays to meet operational needs, and work an alternate work schedule shift as required.
