Do you enjoy working a flexible schedule? If so, the City of Selma is looking for their next Director of Finance/Treasurer to join the team! The City of Selma is a vibrant and steadily growing community with a population of nearly 25,000 and is situated in the heart of California's Central Valley.

The City provides a full-range of services to our citizens. We are building Selma into a place of Prosperity, Unity and Strength. The Director of Finance/Treasurer is an at-will, executive level position.

Qualified candidates are required to apply online and requested to submit a Letter of Interest. Each candidate's background will be evaluated on the basis of information submitted at the time of application. Qualified candidates will be scheduled for a panel interview and the most-qualified candidates from the panel interview will be submitted for consideration for final selection by the City Manager.

This is a "continuous recruitment" which means, we will accept applications on a continuous basis and conduct interviews periodically. Applicants may apply and interview only one time during a six-month period. PURPOSE: Under administrative direction, plans, organizes and directs the operations of the City Finance office; supervises the day to day activities of staff in carrying out the functions of Finance Director; participates in upper level financial and accounting control; and performs related duties as required.

DISTINGUISHING CHARACTERISTICS: This is a single position classification reporting to the Deputy City Manager. The position has responsibility for the following functions: finance, accounting, budgeting, bond issuance and control. ESSENTIAL FUNCTIONS: (1) Plans, organizes, coordinates and directs departmental work and personnel involved in the maintenance of City financial documents and records; (2) plans, organizes, coordinates and directs the collection of taxes and license fees; (3) attends City Council meetings; (4) confers with the City Manager on departmental policies and programs; (5) coordinates department's activities with other departments and public agencies; (6) plans and develops accounting procedures for recording and maintaining accounting records and providing administrative control of Finances; (7) recommends improvements in financial management and accounting methods; (8) supervises the posting of appropriation and disbursement accounts journal entries and maintenance of general ledger and sub-journals; (9) audits and exercises budgetary control over payment of bills, invoices, payroll and all other vouchers for reimbursement; (10) checks appropriation balances and recommends transfer of funds as necessary; (11) prepares cash flow analysis and moves monies in accounts to cover expenditures; (12) reviews contracts and determines that expenditures made are within the terms of the contract; (13) prepares and submits reports to the State Controller's Office; (14) bills, receives and disburses payments for improvement district bonds; (15) establishes procedures for and directs the billing and collecting of payments for City services, licenses and fees; (16) prepares regular and special financial statements and reports; (17) supervises the compilation of budget data; (18) estimates anticipated City revenues for the next fiscal year and devises methods to balance the budget; (19) assists in the review of proposed budget allocations and submits data for use in evaluating and justifying operating department's proposals; (20) directs the preparation of the City payroll and the maintenance of payroll files and records; (21) assists the City Manager with administrative details relating to City finances; (22) oversees and supervises the business license, treasurer and investment functions of the City; (23) selects, directs, trains and evaluates personnel; (24) establishes standards of performance for subordinates; (25) directs the purchase, receipt and distribution of materials, equipment and supplies; and (26) advises the City Manager, City Council and department heads on financial matters.

(b) Specialized Knowledge of: modern principles and practices of office management, recordkeeping and central file systems; general municipal revenue and accounting principles, practices and methods; administrative fiscal control; basic principles of budget preparation and control; ordinances, resolutions and laws affecting municipal financial operations; principles and practices of municipal finance administration; principles and practices of data processing systems, hardware and software and their applicability to accounting and municipal operations; laws and regulations pertaining to Redevelopment Agency financing; municipal organization and administration; principles of employee motivation, training and supervision. (c) Ability to: Plan, organize and direct the functions of Finance and Accounting; interpret, explain and work in accordance with a wide variety of laws, codes and ordinances; plan, organize and supervise the maintenance of an effective accounting recordkeeping and central filing system; supervise and participate in City finance and accounting operations; analyze and interpret statistical, fiscal and accounting records and data; devise and implement new and improved accounting and recordkeeping procedures; prepare and control departmental budgets and assist with the preparation and control of the City budget; prepare accurate financial and statistical reports; supervise and train subordinate personnel; communicate effectively orally and in writing; establish and maintain cooperative and effective relationships with City personnel, officials and members of the general public.

Resources, Including Money, Equipment, Materials and Records: Maintenance and control of the City's most sensitive documents and financial recordkeeping; control of millions of dollars of City and taxpayer's money; City bonds; City's data processing equipment; City's budget; very high fiscal responsibility where the impact of error is very high and could result in irreparable damage to the City. Solving Problems: City wide financial problems; budgets; monetary and audit control; legal; personnel. Performance of Others: Subordinate personnel in Finance/Accounting functions.

Relations with: (a) Internal Relations with: City Manager; City Council; department heads; administrative staff; other City employees. (b) External Relations with: Property owners; general public; other governmental entities; banks; pension administrators; City Attorney; contractors, builder and, developers; business community; County Counsel; County Elections Office, Tax Collector and Registrar. Communications: (a) Oral: Conversations; presentations to the City Council, City Manager and department heads; banks; attorneys; speeches; directions to staff.

(b) Written: Memos and letters; financial and statistical reports; presentations; speeches. (c) Visual: Reports; graphs; statistical analysis; technical manuals; laws and regulations. Safety: (a) Hazardous conditions: Minimal office and driving.

(b) Frequency: Daily. (c) Consequence: Minor, except for traffic accidents. Tolerance of Job Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

PREREQUISITES: Education and Experience: Any combination equivalent to graduation from an accredited college or university with a B.A. in business, public administration, accounting, finance or closely related field and five (5) years of increasingly responsible fiscal management in business or government with at least two (2) years at a supervisory level. Licenses, Registrations, Accreditation, etc.: Possession of a valid Class C California Motor Vehicle Operators
