The Job
Develop and implement strategies to inform and influence federal public policy on issues and areas of interest to SCAN Group and its affiliates.
You Will
Assist the Vice President, Policy & Government Affairs (PGA) in developing and implementing federal legislative and regulatory advocacy efforts that advance SCAN’s mission and federal policy positions. Priority areas include Medicare Advantage, Medicare Part D, dual-eligible beneficiaries, Medicaid, primary care, home health care, homelessness, health equity, social determinants of health, among others.
Foster and develop positive relationships with and persuasively represent SCAN’s policy positions to delegations/staff representing California and all other states where SCAN has a presence, members of Congress and staff on relevant committees of jurisdiction, key stakeholders in the Executive Branch (e.g., CMS, HHS, OMB, etc.), congressional leadership, and the Congressional Tri-Caucuses (Hispanic, Black, and Asian Pacific American) to promote SCAN and its policy positions and programs.
Create internal and external communications that accurately reflect SCAN's public policy positions, including regulatory/legislative comment letters and summaries, fact sheets and one-pagers, talking points, PowerPoint presentations, Board reports, etc.
Facilitate SCAN’s legislative/policy initiatives through collaboration with external stakeholders including consultants, advocates, trade associations, and coalitions.
Participate in and/or represent SCAN at relevant trade association meetings and workgroups.
Develop, manage, and promote external events that drive SCAN's legislative agenda and enhance SCAN's image.
Maintain comprehensive and technical knowledge of issues, attend educational workshops; establish personal networks; and participate in professional societies.
Supervise interns and other staff, as appropriate.
Contribute to state policy and Government Affairs work, as needed.
Actively support the achievement of SCAN’s Vision and Goals.
Other duties as assigned.
Your Qualifications
- Bachelor’s Degree in Public Health, Public Policy, Public Administration, Social Work, Gerontology, or related field required. Master’s Degree is preferred.
- 5-8 years legislative/or regulatory policy experience working in a public or Government Affairs role.
- Capitol Hill experience is preferred.
- Experience in health care, aging policy, and/or advocacy activities is preferred.
- Expert knowledge and understanding of federal legislative and regulatory processes.
- Strong writing and verbal communication skills, including the ability to translate complex concepts into clear, persusasive messages.
- Ability to prioritize multiple and competing tasks, work independently, in a fast-paced, team environment.

- This position is hybrid with the office located in Washington D.C.
