Position Highlights:
Part of a dynamic team that juggles many issues at once, this person manages NSC legislative, regulatory, and policy development. You are accountable for
- Advancing NSC legislative and regulatory priorities and identifying strategic opportunities for NSC at the federal level.
- Developing NSC policy positions to set strategy and manages the communication of NSC policies to key federal government, private sector, and other related audiences.
- Identifying and managing relationships with partner organizations to maximize NSC legislative and regulatory effectiveness and reach.
- Juggling multiple issues are the same time.
- Working in a collaborative way with NSC team members
What You’ll Do:
Issues Management (35%)
- Track the introduction and movement of federal and state legislation for assigned areas. Recommend legislation that the organization should consider endorsing or opposing.
- Engage regularly with Congressional offices and other policymakers to develop and advance legislation and other policy initiatives.
- Identify and pursue opportunities to highlight and advance NSC work, including submitting testimony to Congressional committees; meeting with key executive branch policymakers, etc.
- Tracks federal legislation, including appropriations, and budget proposals for federal agencies and programs of importance.
- Tracks positions of legislators related to NSC's strategic issues. Identifies potential sponsors of NSC-proposed legislation
- Identifies relevant federal rulemakings/requests for information and drafts and coordinates NSC comments to federal agencies.
- Represents NSC at meetings and can talk as an expert on NSC positions on policies
Relationship Building (30%)
- Builds awareness and understanding of NSC's strategic issues with federal and state legislators, their personal staffs and relevant committee staffs.
- Establishes positive working relationships with key officials of Federal departments and agencies. Manages and develops partnership agreements with targeted agencies.
- Leads or participates in alliances and coalitions of organizations aligned around shared safety issues. Uses these coalitions to advance NSC's legislative and regulatory initiatives and increases the prominence of NSC.
- Builds relationships with key Government Affairs contacts at other associations and agencies and seeks out organizations and coalitions with whom NSC can partner to further its strategic objectives.
- Identifies and researches potential sources of federal funding for NSC work.
- Develops relationships with NSC members, delegates, chapters, and others who are directly involved with NSC.
Communications/Advocacy (20%)
- Presents to NSC members and volunteer leadership regarding Government Affairs priorities and activities.
- Engages chapters, NSC members, advocates, and partner organizations in contacting elected officials at key points in the legislative process.
- Works across the organization to share relevant information and engage internal stakeholders in policy discussions.
- Researches and drafts official NSC policy positions on pertinent safety topics.
- Promotes NSC policy positions and programmatic activities with relevant government and association partners.
- Develops and delivers written and oral communications to promote NSCs positions.
- Plans, oversees, and evaluates staged NSC events held to promote NSC public policy positions, as necessary (e.g., Capitol Hill Day).
- Communicates efforts with the Government Affairs team and ensures appropriate knowledge of projects and efforts.
Organization Relationship Management (10%)
- Identifies potential membership, grants and business development opportunities.
- Identifies opportunities to respectfully engage other NSC functions and offices.
Other Job Duties (5%)
- Responsible for safety as outlined in the Safety Manual. Follows safety policies and practices specific to job/position and level.
- Conducts periodic safety drills and manages DC office safety program.
- Serves as the first line review for internal products before the Vice President review.
We’re Looking for Someone with:
- Bachelor's degree from an accredited college or university and at least 8 years of relevant experience in Federal Government affairs with at least 3 years of experience with legislative and regulatory affairs related to safety and health issues.
- Executive branch or Capitol Hill experience preferred.
- Extensive knowledge of legislative and appropriations processes.
- Must possess the ability to work autonomously and with little direction.
- Salary range: $90,000-$110,000
- This is a hybrid position for the DMV area; one to three days in the office depending on meetings.
