Job Title Director, Disabled Students, Programs and Services (DSPS) Location Woodland Community College - Woodland, CA Job Description
BASIC FUNCTION:
Reporting to the area Administrator, the Director for Disabled StudentsPrograms and Services ( DSPS) is responsible for strategic leadership, management and integration of DSPS into Woodland Community College's Instructional and Student Services programs (Adapted Physical Education, Disability Support Services, Deaf and Hard of Hearing, Educational Assistance courses, and Health Services). The position is also responsible for providing legally mandated services, Alternate Media production and Assistive Technology resources. The position oversees implementing relevant state initiatives, ensuring compliance with Federal and State (Title 5, ADA-504-508) regulations, District policy and procedure compliance, and developing accessible technology to improve services and department operations.
In collaboration with the District and College Student Services and Instructional divisions, the Director is responsible for administering a complex State funding formula and ensuring correct data is submitted for State reports.
NATURE and SCOPE:
The Director has major operational responsibility and decision-making authority in the development, interpretation, and implementation of major policies and procedures pertaining to instructional and student support programs. This role includes selecting and evaluating faculty, and classified staff; preparation of faculty assignments, curriculum development, scheduling of classes, MIS data reporting, program data, Program Review, SLO/SAO's.
Essential Duties Summary
DESCRIPTION OF RESPONSIBILITIES WILL INCLUDE BUT NOT BE LIMITED TO THE FOLLOWING:
  • Manage, supervise, plan, evaluate, and review department(s) functions. Formats and implements goals per division plan.
  • Serve as the DSPS Manager accountable for Title 5 compliance and related anti-discrimination laws; collaborates with the District ADA, 504/508 Coordinator for employee-related issues and the resolution of academic accommodation disputes.
  • Determine, initiate and implement goals and objectives per District, college, and division plans.
  • Determine course offerings consistent with State funded Educational Assistance classes for Adapted PE and Learn disciplines. Monitor course enrollment and subsequent verifications. Facilitate development and revision of curricula to meet student demand in collaboration with faculty and administration.
  • Recruits, hires, evaluates, promotes relations and activities from staff and faculty; conducts staff meetings; disseminates information to all staff members.
  • Oversees the State DSPS accountability system; conducts in-service trainings on changes in State and Federal disability acts; promotes college compliance with State and Federal disability law. Maintains records; prepares State and Federal reports as required.
  • Plans, develops, and monitors facilities and equipment needs for auxiliary aides and Services.
  • Attends managers' meetings; represents the college and division at conferences; explains the program to visitors from other colleges and institutions.
  • Develop and administer the annual department budget.
  • Lead and develop all fundraising efforts; ensure compliance with contracts and public and private grants.
  • Collaborate with other administrators, supervisors, and faculty to develop and coordinate Programs and Services across the campus and curriculum to meet the needs of a diverse student population.
  • Collaborate with external agencies, advisory bodies, accrediting commissions, and other organizations related to the division's Programs and Services.
  • Represent the division in an administrative capacity as assigned. Oversee the DSPS Advisory Committee meeting.
  • Participate in college-wide planning initiatives and activities.
  • Support, implement, and promote compliance with the District's Diversity and Equal Opportunity Plan in all aspects of employment and education; encourage cultural and ethnic diversity in staffing, curriculum, programs, and Services.
  • Work with students and college personnel when students with disabilities face various barriers to success and disability related issues.
  • Demonstrate a commitment to continuous quality improvement for DSPS consistent with processes necessary for educational access and the changing nature of the workforce.
  • Assists the college to meet State and Federal anti-discrimination laws and the ensuring of college processes for students with disabilities to be timely and viable.
  • Assumes leadership for auxiliary aides and academic adjustments for students with disabilities; aligns services with instructional programs supporting job opportunities, distance education, e-student services, and Section 508 compliance.
  • Assure compliance with the District's Injury and Illness Prevention Program by providing motivation, incentives, and discipline to assigned staff; maintain a safe work environment, enforcing safe work practices, reporting and investigating accidents, maintaining necessary documentation, and requiring employees to receive mandated training.
  • Coordinates campus wide Health Services and oversee annual Health Services contract updates.
  • Perform other related duties as assigned.

KNOWLEDGE: 
  • Working knowledge of various DSPS components including assistive technology, deaf and hard of hearing services, Adapted PE, Alternate Media, Learning Disabilities, and Educational Assistance classes.
  • Provides institutional expertise to support faculty and staff as they interpret accommodations requests and develop action plans to impact student achievement via improvement in connection, entry, progress, and completion.
  • Recommend sufficient certificated faculty and staff to provide timely and effective services in numerous instructional and student service support programs.
  • Working knowledge of all applicable laws, regulations, guidelines, and contracts such as: California Education Code, Title 5, Student Success Act Initiatives, and State and Federal disability law relative to students with disabilities.
  • Complete and full understanding of all applicable District and Yuba College procedures and policies.
  • External agency requirements for collaborative programs.
  • Computers: commonly used software and communication mediums as well as large database management systems including Section 508 compliance for Information Computer Technology (ICT).
  • Serves as an advocate for the inclusion of students with disabilities in all social justice and equity initiatives including Universal Design for Learning (UDL).

SKILLS AND ABILITIES:
  • Establish working relationships and trust with college personnel and community.
  • Understanding of, sensitivity to, and respect for the diverse academic, socio-economic, ethnic, religious, and cultural backgrounds, disability, and sexual orientation of community college students, faculty, and staff.
  • Serves as an advocate for the inclusion of students with disabilities in all social justice and equity initiatives including Universal Design for Learning (UDL).
  • Assumes the significant time needed for the Yuba College administrative team to be partnered with the Yuba College Academic Senate in the Guided Pathway initiative efforts, AB 705 support services, and Equity programming.
  • Provide oversight of DSPS operation to ensure sufficient time and training to work with college/district legal counsel, and ADA/504/508 Coordinator
  • Communicate effectively both orally and in writing, including complex proposals and presentations.
  • Supervise and/or manage a complex student services program serving a diverse student population.
  • Lead, advocate, and network in the interest of the Division and College.
  • Strong supervisory and public speaking skills.
  • Handle difficult and sensitive issues and problems with tact and diplomacy for the resolution of conflicts.
  • Motivational and mediation skills preferred.
Required Qualifications
MINIMUM QUALIFICATIONS: The successful candidate, by the final filing date, must possess the minimum qualifications for Educational Administrators at California Community Colleges:
  • Possession of a Master's degree from an accredited institution; AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment.
Desired/Preferred Qualifications Physical Demands Range/Step Range 33, Management Salary Schedule Salary Range $96,407 - $129,826/YR. Benefits Information
BENEFITS/SALARY: The District offers a comprehensive benefits package for employees and dependent(s), for positions whose FTE is .60 or higher, valued at over $24,000 annually. The package includes health, dental, vision, two (2) life insurance policies and an Employee Assistance program. Additional benefits include contributions to the State Teacher's Retirement System ( STRS), 457/403b options, 12 sick days, 22 vacation days, 223 day/12 month contract.
