Works with the AVP, Facilities Planning Design & Construction to formulate strategies, set priorities, goals and objectives to implement Capital Projects focused on Ambulatory Facilities, majority of which are 'greenfield.' The current construction value of this portfolio is $4.7 billion and are located both within the Texas Medical Center, but also in the greater Houston metropolitan area. These Ambulatory Facilities include procedural platforms, diagnostic and treatment facilities. Oversees contractual plans for the design, engineering, and construction of the projects. Provides oversight in development and review of construction documents. Coordinates with other members of facilities management to support the multidisciplinary mission of the institution and provides an efficient communication channel for coordination, long range planning and problem resolution. Establishes department policies and procedures and ensures compliance with State requirements. Responsible for assigning project teams in all phases of projects.
JOB SPECIFIC COMPETENCIES
Compliance / Policies-Procedures
Works directly with the AVP in establishing department policies and procedures for the successful delivery of services. Establishes and enforces policies and procedures to ensure compliance with State of Texas statutes applicable to public works for institutions of higher education and institutional requirements. Provides management oversight in the compliance audits with established policies and procedures. Collaborates and provides project information to the Executive Director, Facilities Finance, U.T. System Board of Regents, the Texas Higher Education Coordinating Board (THECB), and the Medicare cost report, Facilities Steering Committee, and senior management. Provides management oversight of capital contracts. Provides management oversight in the development of contracting strategies and negotiation stances for capital contracts.
Project Leadership
Provide leadership and management oversight of the project directors and managers responsible for executing the work in the ambulatory portfolio. Develops and organizes project team for assigned projects based upon staff experience and availability. Acts as the point of contact for facilities and clinical operations leadership for communication, problem resolution and project execution strategies.
Personnel Management
Coordinates with other Facilities Directors as necessary in order to support the multidisciplinary mission of UTMDACC, and provide an efficient communication channel for the coordination of long-range planning and problem resolution. Serves on various institutional committees to provide liaison and consultation on Facilities Management services.
Works with design & construction professionals on constructability and owner's design guidelines updates as needed.
Supervises available personnel in the production of the business unit's products and services. Conducts performance evaluations and handles personnel issues. Completes appropriate reviews and recommends on promotions, salary, and other personnel matters. Establishes goals, determines resource requirements, and allocates available resources to meet those goals. Creates and implements changes as needed to meet departmental, divisional, or institutional goals.

REQUIREMENTS
Required Education: Bachelor's level degree
Preferred Education: Master's Level Degree
Preferred Certification: Registered Professional Engineer (P.E.), State of Texas or Registered Architect, State of Texas.
Required Experience: Ten years experience in facilities project management to include five years of managerial experience.
Preferred Experience: Five years experience in facilities project management of healthcare, academic, and/or research facilities.
