Under direction, plan, organize, coordinate, manage, review, and evaluate Midland County Capital Projects.include the following. Other duties may be assigned.
- Plan, track, monitor, manage and report on County Road Capital Improvement Projects in the County and extraterritorial jurisdiction (ETJ)
- Plan, track, monitor, manage and report on County Facility Capital Improvement Projects
- This includes Commissioner Court Proceedings, Pre-Design Services, ROW Acquisition, Design Services, Construction and turn over to the appropriate Department for Maintenance
- Create and Maintain tracking mechanism for progress associated with Midland County Capital Projects in all phases of work.
- Create, organize, and distribute Daily Reports for each Midland County Capital Improvement Project.
- Work closely with Midland County consultants regarding Midland County capital improvement projects.
- Track, monitor and report on private construction in the County and ETJ with close coordination with the Regulations Manager during Plat review
- Regular visits to each job site for inspection, compliance, and reporting
- Maintain Midland County Master Thoroughfare Plan
- Maintain Midland County mapping resources
- Maintain Midland County GIS resources
- Works closely with Purchasing for all contracting operations
- May consult with State experts on the most difficult and complex issues
- Maintains positive public relations with State and Local agencies
- Represents the department to State agencies, other County departments, local governmental agencies, and districts
- Prepares copies of maps, charts, and blueprints as requested.
- Prepares written and oral reports, and monitors and oversees the preparation of complex reports and records
- Responds to requests for information from Contractors, the Public, Road, and Bridge, among other Midland County departments and Elected Officials.
- Attends meetings and conferences- potentially out of Midland County
- Assists, where and when needed, in various field work assignments.
- Regular and predictable attendance is an essential function of this position.

CERTIFICATES, LICENSES AND REGISTRATIONS
Must have valid Texas driver's license, provide proof of insurance, and have adequate transportation.
Effective verbal and written communication skills; computer skills; good math calculation skills; interpersonal skills including ability to interact and cooperate with co-workers; problem solving skills. Ability to read and interpret regulatory and engineering documents, as well as contractual documents.
PHYSICAL DEMANDS AND WORK ENVIRONMENT
Clerical related functions are performed in a climate-controlled office environment; While performing the duties of this position, the incumbent is regularly required to walk, sit, stand, bend or stoop. The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Position will report to field projects, resulting in exposure to heat, cold, wet, dry, and dusty conditions (among other weather conditions).
