The Scowcroft Center's Transatlantic Security Initiative (TSI) fosters ties among policymakers across the NATO Alliance and beyond, based on the fundamental understanding that today's most pressing global security challenges are most effectively managed with allies.
Accordingly, TSI brings together top policymakers, government and military officials, business leaders, and experts from Europe and North America to provide practical, relevant, and bipartisan solutions to Transatlantic Security challenges. TSI organizes high-profile public conferences, seminars, and off-the-record strategy sessions and produces analysis for transatlantic leaders as they navigate this tumultuous inflection point in NATO's history.

Overview
The Deputy Director will lead programming across of several of TSI's pillars of work, overseeing long-term projects, ad-hoc and high-level convenings, and the development of substantive content on key Transatlantic Security issues. They will join a team dedicated to deepening the transatlantic bond and enhancing cooperation among NATO allies and partners to strengthen collective defense and security.
The Deputy Director will hold a supervisory position within TSI's team, working with and helping to oversee the initiative's staff to execute TSI's day-to-day programming, as well as contributing to the Director's short- and long-term administrative and programmatic management of the team. The Deputy Director will also help manage and cultivate a large external network that is integral to the initiative's work, and collaborate with a diverse group of colleagues in the Scowcroft Center, other centers across the Atlantic Council, the Council's executive office, and supporting services (e.g. finance, communications, events) to execute TSI's day-to-day programming and support TSI's long-term objectives. The Deputy Director will lead the initiative's program administration and project management, while leveraging opportunities to further develop as an expert and leader, including opportunities for writing and co-authoring publications, speaking at or moderating public or private Atlantic Council and external events, and deciding the strategic direction of the initiative.
The Deputy Director should have experience and interest in NATO and European security and defense and should have a baseline understanding of Washington and European foreign policy establishments. They should demonstrate a passion for transatlantic affairs and the mission of the initiative.
The Deputy Director is expected to be self-starter who is detail-oriented, adaptable, innovative, and strategic in how to achieve results and impact, and able to lead in their own right while also effectively collaborating as a member of a team. The ability to balance multiple tasks in a fluid environment under time pressure while maintaining collaboration and communication with team members and leadership is key to success in the job.
This position is based in Washington, DC with the option for occasional remote work. The position involves routine travel to Europe and other regions of the world. Pay is commensurate with experience, education, and organizational equity, with offers starting at $90,000.
Job responsibilities
  • Programmatic Design and Oversight. Assist in developing programming that impacts policy and the public debate on transatlantic relations, U.S. foreign policy and defense, and international relations. Ability to oversee implementation of multiple lines of activities simultaneously, often under tight timelines.
  • Project and Event Management: Lead and implement the day-to-day execution of short- and long-term funded projects, working closely with TSI staff, the director, and other Council partners to execute activities. Execute deliverables (e.g., briefings, roundtables, public conferences, study trips, tabletop exercises, publications, digital campaigns, etc.) with minimal to no oversight and by working with and supervising other TSI staff. Develop the administrative plan, budget, and substantive scope for projects in close cooperation with the director. Liaise with external partners and donors by leading day-to-day communication as a means to keeping them up to date on projects, as well as supporting the director at meetings with partners. Keep TSI and Scowcroft Center leadership updated on key developments or issues within TSI to ensure effective oversight of the initiative.
  • Internal Management: Support the organization and efficiency of a close-knit core team, in addition to an expansive network of fellows and external consultants, in a way that ensures productivity, cohesion, and a positive work environment. Support the director with initiative management to keep operations moving swiftly and effectively. This includes overseeing key internal processes and platforms related to task management and prioritization, human resources, publications, communications, business development, and financial management. Assist in the hiring and supervision of all staff and interns and in managing TSI's extensive network of fellows.
  • Intellectual Leadership and Expertise: Develop deep knowledge and expertise of core TSI focus areas, including NATO and European defense issues, and stay up to date on pertinent policy research and news. Be prepared to engage on other substantive security issues at a baseline level (e.g., emerging technologies, China, military force design and development, etc.). Provide quality control of content and substantive oversight and input on TSI publications. Support research efforts on publications as needed and contribute where possible with original individual writing. Participate in, and sometimes moderate, TSI events such as strategy sessions and public events, and engage senior government officials, media, corporate partners, and experts in substantive exchanges.
  • Business Development: Support TSI business development priorities, to include initiating and developing fundraising proposals, , building and maintaining relationships with prospective partners, and supporting TSI and the Council's engagement with prospective partners. Collaborate with the Council's Development Team in coordination with the director to identify and engage new prospects, as well to renew existing partnerships. Where appropriate, collaborate with the director to build new substantive areas of work for TSI.
  • Financial Management: Track and manage several programmatic financial processes and administrative tasks related to project management, including developing budgets, tracking project expenses, developing financial reports in coordination with the Council Finance Team and TSI staff, and invoicing donors when payments are due. Execute projects on budget and ensure reporting requirements are fulfilled in a comprehensive and timely manner.
  • Event Management: Organize and execute-independently and in a supervisory capacity-events such as private roundtables, public panel events, tabletop exercises, and international study trips. Manage logistical and operational details such as invitations, venue setup and catering, event materials, and speaker preparation with close attention to detail. Draft briefing memos and talking points for use by leadership for events. Coordinate effectively with Engagement Team members on logistical details as well as with other centers in the Council for co-hosted events.
  • External Relations and Communications: Foster and grow a large network of policymakers, military officials, and industry leaders to expand TSI's reach and policy impact. Master communications and engagement tools commonly used at the Council, including website design and social media platforms. Support the initiatives' efforts to develop new and innovative ways to communicate with and diversify our audience, including through data analytics and visualization, and video and podcast production.
  • Support the Scowcroft Center in other activities and projects relating to Transatlantic Security and defense, including collaborating with other teams at the Council and representing TSI at internal Atlantic Council meetings when necessary.

Qualifications
  • Bachelor's degree in international affairs, or a related field required. Master's degree is highly preferred.
  • 6-8 or more years of combined professional experience in international public policy or politics; while not necessary, expertise in Transatlantic Security and defense issues is a major plus.
  • Curiosity and demonstrated knowledge of Transatlantic Security and defense issues.
  • Self-starter who can balance multiple tasks in a fluid environment.
  • Proven project and event management skills.
  • Excellent organizational, logistical, and administrative skills.
  • Superior English-language research, writing skills, communication skills.
  • Experience with fundraising, grant application and management, databases, budgeting, and financial management.
  • Experience with standard social media, content development, and data visualization tools preferred.
  • Demonstrated ability to work efficiently and collaboratively with both junior-level and senior-level colleagues and superior interpersonal skills.
  • Ability to represent the Atlantic Council to external constituencies, such as senior officials, diplomatic officials, board members, and donors.
  • Willingness to travel internationally on occasion and regularly work extended hours and evenings as mission dictates.
