Summary
As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding.
The incumbent serves as Deputy Executive Director, ARM-2, in the Office of Rulemaking, ARM.

Duties
He/she is responsible for managing Division activities, and provides leadership in planning, management and control of the administrative and support function of the ARM organization. The incumbent advises the Executive Director on AVS/ARM human capital programs, including labor and employee relations, Alternative Dispute Resolution, and occupational health and safety. He/she is the principal point of contact and may serve as spokesperson, representing the Executive Director, on ARM budget, staffing, strategic/business planning activities, IT infrastructure support, and QMS programs. Advises the Executive Director and Directors within ARM, and other AVS services and offices, on critical, complex, organizational planning and resource issues. Serves as a liaison to various agency offices; and under delegated authorities, manages the human capital and workforce sustainment programs for ARM. Administers the internal processes for the ARM awards and recognition program, and the training and development programs within the framework of the agency policies. Serves as the primary point of contact for the development and updates to the ARM Business Plan and is the ARM representative in the development of the AVS business plan which aligns with the FAA administrators Strategic Initiatives.
The incumbent assures quality program management of the support programs in areas of Division responsibility. Ensures the administrative management and support of the Aviation Rulemaking Advisory Committees (ARAC), and ensures accuracy and consistency between the FAA rulemaking project data and DOT's Rulemaking Management System. Serves as the focal point of Freedom of Information (FOIA) Requests. Supports various notices, proposals, final rules, and orders for publication according to the guidance of the Federal Register. Maintains accountability records of assigned property and equipment throughout ARM and conducts annual inventory of such. He/she assures that ARM budgetary policies, procedures and guidance materials align with current agency guidance. Provides support to all ARM business processes, including but not limited to exemptions, rulemaking, international regulatory cooperation, advisory committee coordination, and management information system development.
The incumbent upholds the Aviation Safety and Office of Rulemaking Quality Management System (QMS) and Environmental Management System (EMS). He/she manages the implementation, maintenance, and evaluation of the AVS/ ARM Quality Management System (QMS) and Environmental Management System (EMS). This may include participating in workgroups and coordinating routine meetings with other management officials. Develops performance metrics that will ensure customer satisfaction. Oversees and maintains ARM's computerized systems. Provides advice,guidance and support to the Executive Director and Division Managers to ensure policies and procedures for the office and administrative functions are carried out in accordance with applicable laws, regulations, and agency policy.
Managerial duties include strategic planning; communicating the organization's vision and objectives; setting priorities; assigning tasks and responsibilities; monitoring and evaluating performance of organizational units, managers, and employees; coaching and developing staff and organizational capabilities; approving leave, and taking or approving corrective/disciplinary actions as appropriate. Directs the work to be accomplished by subordinate employees. Evaluates performance of subordinate employees.

To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience includes: Experience with managing and overseeing the Aviation Rulemaking Committee and Federal Advisory Committee (ARAC) processesand working with the Federal Aviation Administration and Department of Transportation on providing advice and guidance on aviation-related regulations.
