IntroductionThe Criminal Justice Coordinating Council for the District of Columbia (CJCC) is seeking a Deputy Executive Director. CJCC, an independent agency, serves as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, victims, and justice-involved individuals. CJCC facilitates information sharing and collaboration, conducts research and analysis, and provides training and technical assistance on behalf of its District and federal member agencies.
The Deputy Executive Director position will have both internal and external responsibilities ranging from managing day-to-day operations to engaging with stakeholders across the criminal justice and juvenile justice systems. Under the direction of the Executive Director, the Deputy Executive Director will partner closely with the Executive Director to chart CJCC's future growth and direction. The incumbent is delegated latitude to exercise judgment in managing the operations on major decisions regarding priorities and the order in which to accomplish them, assuring that the agency's needs are met, and objectives and overall goals are achieved.
Major DutiesThe incumbent acts on behalf of the Executive Director to direct, manage, administer, monitor and oversee activities to ensure the effective and successful operations of the agency. In consultation with the Executive Director, establishes the agency’s annual performance plan, and monitors and reports on the agency’s strategic goals, operations, key performance indicators, workload measures, strategic initiatives and key accomplishments. Participates in the preparation of the agency's annual budget and reviews financial reports to ensure adherence to budget. Supervises Policy and Statistical Analysis Center (SAC) staff to include assigning, reviewing and approving staff projects and tasks; defining milestones and deliverables; providing performance standards and ratings; identifying professional development opportunities; recommending promotions; initiating necessary disciplinary actions; and approving/disapproving leave. Executes on behalf of the Executive Director those duties associated with the independent Personnel Authority provided to the agency under the DC Merit Personnel Act. Serves as the agency’s Ethics Officer to include ensuring that the appropriate staff submit annual financial disclosure statements and attend required ethics training.
Serves as the agency’s Records Management Officer, including updating the agency’s records retention policy and monitoring the agency’s adherence to the policy. Develops data and information sharing agreements for the CJCC, overseeing their entry into the agreements with other agencies to facilitate research and analysis. Serves as the agency’s Freedom of Information Act (FOIA) Officer. Ensures the prompt review of all FOIA and public document requests, and when required, coordinates those requests with other organizational elements. Is knowledgeable of District FOIA laws, agency organization, mission, objectives, etc. to properly handle FOIA requests. Provides recommendations regarding the releasability of CJCC records to members of the public, along with the responsive documents. Develops Statements of Work (SOW) for Requests for Proposal and Requests for Bids and evaluates vendor proposals and bids. Provides direction to and oversees and evaluates the work of contractors.

Qualification and ExperienceSpecialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Domicile Requirements
Applicant will be subject to the domiciliary requirements for Excepted Service appointees who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Salary Range: $119,810 - $179,716

Position Designation: This position is designated as “essential” and/or “emergency personnel.”
Criminal Background Check: The incumbent of this position will be subject to a criminal background check that will be conducted pursuant to internal agency policy.
