We are Secure Community Network (SCN), a nonprofit 501(c)(3) serving as the official safety and security organization of the Jewish community in North America. Here at SCN, we deeply value the team of people who work diligently to commit their lives to action for a better tomorrow.

Under the direction of the Secure Community Network (SCN), the Jewish Federation of Greater Philadelphia (JFGP), and reporting to the Community Security Director (CSD), the Deputy Community Security Director (DCSD) will serve as a representative of SCN as an expert security advisor, law enforcement liaison, and training coordinator. The DCSD will provide direction and oversight for the development, organization, implementation and monitoring of the JFGP's security operations, as well as provide guidance, training and strategic direction to ensure the safety and security of all member organizations of the Jewish community.

The DCSD will serve as a liaison during crisis response and mitigation efforts, assisting local incident commanders and/or serve as an incident commander during crisis response and mitigation efforts, if requested and/or required. The DCSD will coordinate with federal, state and local law enforcement, non-profit, public, private and other stakeholder organizations on community safety and security matters.


RESPONSIBILITIES:

  • Serve as a representative of SCN to JFGP, Jewish community organizations and other local community partners to include local, state and regionally located federal law enforcement and emergency management agencies, non-profit, public, private and other stakeholder organizations.
  • Serve as an expert security advisor, law enforcement liaison, and training coordinator and provider for JFGP and other Jewish community organizations and facilities on matters concerning community safety and security, to include physical and cyber issues.
  • Assist the CSD to develop and implement security plans and policies, including but not limited to emergency communications plans, mass notification systems, consultation on contract security post orders and protocols, crisis management plans, and physical security development and implementation for the JFGP.
  • Cultivate and maintain relationships with professional and lay leadership of JFGP and community organizations and meet regularly with site personnel to share information and to promote and review support provided by SCN.
  • Cultivate and maintain relationships with representatives of local, state and regionally located federal law enforcement and emergency management agency officials to share information and to promote and review support provided by SCN.
  • Be able to effectively communicate internally and externally a working knowledge of SCN's objectives, mission, policies and positions, as well as on relevant local, national and international events.
  • As requested, assist community organizations to respond to inquiries from the media, in coordination with the JFGP Communications Team and SCN headquarters.
  • Assist the Community Security Director to prepare for JFGP and regional organizational meetings and with written reports, documents and other correspondence for key leadership, to include the SCN National Director & CEO, Deputy Director & COO, Assistant Deputy Director-Operations, and the JFGP CEO.
  • Design, develop, implement and manage security policies, procedures, recommendations and standards to ensure compliance with applicable security laws, regulations and privacy legislation, as appropriate for the JFGP.
  • Develop and implement budget-sensitive recommendations for programs and procedures for autonomous JFGP partner agencies, as needed, to provide protection for all staff, visitors, and community assets.
  • Provide special event security planning and implementation primarily for the JFGP and also for community organizations as requested, through collaboration with law enforcement agencies, security vendors and other public and private sector partners and community-based organizations.
  • Identify opportunities for community relationship building and networking to facilitate effective community action in the Philadelphia AOR, to include implementing, coordinating and maintaining a regional interfaith security working group.
  • Receive, organize and communicate internally and externally sensitive political, organizational and societal information.
  • Receive, assist and conduct initial investigations, in coordination with appropriate law enforcement partners, of matters impacting Jewish communal safety and security. Conduct routine fact-finding research, using established contacts and developing sources, as appropriate.
  • Assist the CSD to design, develop, implement and oversee strategic processes for communities, with defined objectives and measurable deliverables, to meet long-term security needs and interests.
  • Assist the CSD to plan, coordinate, and conduct threat, hazard, security and resilience inspection/assessment activities, identifying vulnerabilities, and presenting recommendations to mitigate risk locally and regionally as it relates to Jewish community organizations.
  • Assist the CSD with the development, implementation and testing of all-hazards preparedness and response plans for community organizations.
  • Assist the CSD as necessary to provide training and education through security awareness to JFGP staff, and community groups and organizations, to include Jewish day schools, synagogues, community centers, special events, and other groups.
  • Provide consulting support to assist with appropriate improvements and enhancements to security measures in place at Jewish community facilities.
  • Plan, provide for and present security-related training for organizations and agencies and their personnel, by request or through self-initiated programs.
  • Monitor intelligence related to terrorism and public safety.
  • Analyze information from local, national, international and Israeli news and media organizations, as well as intelligence network communications and, in coordination with the CSD, disseminate as appropriate.
  • Provide grant guidance, application support and related consultation for the identification, application and implementation of various grant funding opportunities and awards for security enhancements, and safety and security planning and training.
  • Complete special projects and other duties as assigned, to include assisting with core responsibilities of the Federation.
  • Serve as Acting Community Security Director at such times as the Community Security Director may be unavailable.
  • The Deputy CSD will be primarily responsible for Bucks and Montgomery counties with the CSD primarily responsible for Philadelphia, Delaware, and Chester counties. The CSD and DCSD will share responsibilities as necessary and appropriate to ensure security coverage for the entire community and avoid any single point of failure issues. The CSD and DCSD will both be based out of the main JFGP office in downtown Philadelphia.
  • The DCSD will largely handle operational duties to include walk-throughs, trainings, and threat vulnerability and risk assessments. The CSD will handle some of these operational duties as well as strategic duties to include overall Community Security, community-wide security initiatives, NSGP and LiveSecure grant processing, and managing requests from the Federation executives and Board members.

QUALIFICATIONS:

  • A bachelor's degree from an accredited university.
  • Completion of law enforcement certification from an accredited law enforcement academy or approved United States Military Criminal Investigative or Law Enforcement Military Occupational Specialty (MOS) with at least 10 years of sworn law enforcement experience (candidate is currently sworn law enforcement, retired in good standing, and/or honorably discharged from the military).
  • Formal law enforcement leadership experience.
  • Dynamic, results-oriented individual with the highest degree of personal integrity and ability to pass criminal, financial, reputational/conduct background checks as identified/approved.
  • No criminal record or outstanding criminal charges.
  • Ability to obtain a government security clearance of at least a SECRET level.
  • Excellent verbal and written communication skills; proficiency in report writing.
  • Proven success in problem-solving, collaboration, and developing working relationships with security professionals and colleagues.
  • Broad-based knowledge of security protocols, threat investigations, physical security, and emergency management.
  • Certified Protection Professional or Physical Security Professional certification is a plus.
  • Ability to develop organizational plans, evaluate personnel and assignments and provide direction.
  • Experience developing budgets for operations and equipment, including grant applications and other alternative funding.
  • Proficiency in computer applications, including Microsoft Office Suite and PowerPoint.
  • Possess the ability to develop strong relationships with the community.
  • Knowledge of Judaism and sensitivity to Jewish community history, holidays, and traditions preferred.

Travel may be required and involve the coverage of geographical areas outside the immediate region to support significant events or incident response for an extended period with little advance notice- the ability to respond after-hours and be placed "on-call" as necessary.
