The Office of Children and Families (OCF) aligns the City's policies, resources, and services for children and families. OCF oversees the Department of Human Services (DHS), Philadelphia Parks & Recreation, and the Free Library of Philadelphia and administers several City-supported programs, including Out-of-School Time, WorkReady, Community Schools, PHLpreK, and Access Centers. Job Description

The Safety and Security Director will provide professional direction, leadership and daily oversight of Safety and Security measures of the Free Library of Philadelphia's 59 facilities. In addition, they will oversee the integration of security systems, operations and technologies designed to protect the safety of our patrons, staff, and assets of the FLP. This role will serve in the FLP's Safety Committee and Workplace Violence and Prevention Committee and leads the development of work scopes, operational procedures, institutional policies, and overall strategic plan for the multifaceted, integrated security activities of FLP. The Safety and Security Director will plan and coordinate the risk management, loss prevention, fire, safety, and Security operations of the organization.

Essential Functions

  • Oversees the organization's Safety and Security operations.
  • Ensure compliance with local, state, and federal regulations.
  • Administers performance evaluations for security management staff.
  • Reviews, revises, maintains, and implements the organization's fire prevention, safety, and Security policies and procedures.
  • Conducts inspections to identify fire, safety, and Security risks; recommends and implements solutions.
  • Work in close coordination with the City's Risk Management Department to conduct risk management audits and asset loss investigations.
  • Oversight of Occupational Safety functions which will include but not limited to COVID-19 tracking and contact tracing
  • Oversight of security services encompassing approximately 100 security and Safety and 24x7 security operations at our Central Parkway Library.
  • Coordinates with local law enforcement and FLP safety staff to support and conduct investigations.
  • Drafts and submits reports and work orders related to fire, safety, and Security operations.
  • Conduct threat, risk, and vulnerability assessments of FLP facilities, rare/special collections
  • Conduct security assessments for FLP departments and provide/maintain detailed reports with recommendations for improvement.
  • Develop and implement a Safety and loss prevention program that will oversee Safety and health programs that reduce hazards to the FLP's workforce. This includes departmental operations, procedures, and facilities. In addition, this unit assesses and reduces risks associated with the City's operations, products, services, activities, and events.
  • Assist and give guidance to FLP departments to implement improved security controls and procedures that could include preplanned and special events.
  • Respond to requests by City officials to address and support safety/security related issues and liaison with community members, employees, and/or the appropriate law enforcement agencies.
  • Assist with the development of FLP active threat, evacuation, and relocation procedures.
  • Develop, train and exercise emergency action plans.
  • Provide Safety and Security assistance during the employee termination process when needed.
  • Provide Safety and Security information to new FLP employees during new employee orientation.
  • Liaison and interface with local emergency services that respond to City facilities for emergencies.
  • Ensure the security, safety, and well-being of all personnel, visitors, assets, and the premises.
  • Immediately respond to emergencies to provide necessary assistance and coordination to employees, visitors, and emergency responders.
  • Provide for the protection of FLP's assets relative to theft, assault, fire, and other safety risks.
  • Develop plans for Special Collections so that they remain intact and secure from theft and damage.
  • Administer plans for the Safety and Security of Special Collections, FLP property, or loaned items
  • Perform other duties, tasks, and special projects, as assigned.

Competencies, Knowledge, Skills and Abilities

  • The principles and practices of administration and management as applied to the implementation, operation, coordination and promotion of a departmental occupational safety program
  • The current principles, practices and techniques of occupational safety analysis assessment and hazard recognition and control
  • Job analysis as applied to developing and implementing occupational safety practices
  • The established occupational Safety and health standards, codes and regulations
  • The potential causes of and remedial measures for environmental, fire and operational hazards pertaining to occupational safety
  • Extensive knowledge of fire prevention, safety, and Security operations.
  • Excellent management and supervisory skills.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem-solving skills.
  • Proficient with Microsoft Office Suite or related software.

Work-Life

Onsite-Working hours are 37.5 hours per week.

Qualifications
  • Bachelor's degree in law enforcement, Business Management, or related field required.
  • At least 5-7 years of safety/security or law enforcement experience required.
  • Advanced training or certification in Safety and Security preferred.

Salary Range: $100,000-120,000
