DESCRIPTION
Starting salary for this position is: $3,075 (Monthly).
Employees starting at the entry step of this range receive salary step advancement after six months and every 12 months thereafter. If an employee starting at anything higher than the entry step of the range, will have salary step advancement after 12 months and salary step advancement every 12 months thereafter until they reach the top of the salary range. Each salary step advancement will be approximately a 5% increase in salary.

The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of HR Consultant Assistant 1 in the District Administration Division.
JOB SUMMARY
Under general supervision of the Chief Culture and Development Officer, this position performs technical and paraprofessional human resources duties that support Community Colleges of Spokane (CCS) employee development and training programs, faculty tenure review, and other department operations and initiatives overseen by the Culture and Development Office.
This is an in-training position that allows for growth in the Human Resources Consultant Assistant (HRCA) series. The series will progress from an HRCA 1 to HRCA 2 after demonstrated abilities and competencies throughout the HR Office.
This is a project position with an anticipated end date of 1/31/2027.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
  • Support employee development and training programs including CCS' leadership, management, and employee development programs offered through the Culture and Development Office, CCS' Equity, Diversity, Inclusion, and Anti-Racism (EDI-AR) training program, and risk management training.
    • Provide technical support and logistics (scheduling, room preparation, arranging for presentation technology). *
    • Provide in-person and online program support. *
    • Track attendance and issue certifications. *
    • Coordinate with HR learning management software (LMS) staff to ensure accurate training records. *
  • Support faculty tenure review processes.
    • Coordinate records management for the faculty tenure review process. *
    • Maintain timelines, build tenure files, gather materials, and request missing documentation. *
    • Escalate issues to the attention of the Associate Chief. *
    • Issue final copies to the committee chair and probationary faculty member. *
    • Prepare board of trustees' agenda tabs and process and issue notices of tenure decisions. *
    • Process files for retention. *
  • Support executive recruitments.
    • Coordinate executive recruitment committee meeting logistics. *
    • Take notes of stakeholder input and committee deliberations/decisions. *
    • Assist with processing application materials. *
    • Build a record retention file and gather all screening materials. *
    • Arrange for candidate travel and hotel stay. *
    • Draft correspondence to candidates. *
  • Support Culture and Development Office operations and initiatives.
    • Assist with the Central Administration Search Advocate program training logistics. *
    • Maintain a list of qualified search advocates within Central Administration and provide advocates upon request to employing officials. *
    • Provide technical and paraprofessional support for strategic initiatives undertaken by the Culture and Development Office. *
  • Model professional decorum and mutual respect in all personal interactions. *
  • Comply with district policies, procedures and directives, state and federal regulations, orders and statutes and collective bargaining agreements. *
  • Support and advance the CCS strategic plan, and perform other duties as assigned. *

    MINIMUM QUALIFICATIONS
    • High school degree, GED or equivalent.
    • Ability to use discretion and maintain confidentiality with sensitive materials.
    • Ability to effectively organize multiple work assignments, involving competing priorities, to produce work products that are accurate, of high quality and meet deadlines.
    • Proficiency with computers and software programs (e.g., Microsoft Office Suite, Zoom, etc.).

    • Proficiency with general office equipment (i.e., multi-line phones, fax, copy machine, etc.).
    DESIRED QUALIFICATIONS
    • Office or customer service related experience.
    • Knowledge of applicable HR laws, rules, and regulations.
    • Experience in a state agency, higher education, or union environment.
    • Associate degree or higher from an accredited institution.
    • Ability to compile and analyze data and prepare brief and concise reports utilizing information processing technology and software.
    • Ability to work independently in making sound decisions regarding work processes and deliverables.

    CONDITIONS/TERMS OF EMPLOYMENT
    TOTAL COMPENSATION WITH BENEFITS: $52,574 - $73,481
    Total compensation is an estimate based upon adding the following amounts together:
    • Base compensation of $36,900 - $66,057, plus
    • Current employer-paid health and related benefit contribution rates, plus
    • Median retirement fund contributions.

    The actual total will vary depending upon each employee's enrollment choices.
    Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment. An offer of employment will not carry with it any responsibility or obligation on the part of the district to sponsor an H1-B visa. In addition, the Community Colleges of Spokane maintains a drug-free work environment and prohibits all smoking in the college buildings and state-owned vehicles. Must be able to successfully work in and promote a multicultural work and education environment.
    Prior to a new hire, a background check including criminal record history will be conducted. Information from the background check will not necessarily preclude employment but will be considered in determining the applicant's suitability and competence to perform in the position.     PHYSICAL REQUIREMENTS
    • Work is performed in a semi-open office setting with frequent interruptions and background noise.

    CONDITIONS OF EMPLOYMENT
    • Full-time schedule (12-months, 40-hours week).
    • 6 month probationary period.
    • This position is overtime eligible.
    • Criminal background check is required.
