Job description

Management Sciences for Health (MSH) is seeking a Country Program Director for an anticipated 5-year USAID global health systems strengthening (HSS) project. The purpose is to provide broad HSS technical assistance to low and middle-income countries.
The Country Program Director is a key leadership position that provides senior management direction and oversight for all project field support buy-ins. S/he oversees country directors and country managers and works with technical leads and operations staff to ensure coordinated Country Programs. The Country Programs Director is a member of the management team and, with the Program Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders. S/he participates in relevant discussions and decision-making for the project.
SPECIFIC RESPONSIBILITIES:

  • Provide senior management direction and oversight for all project field support buy-ins.
  • Identify, orient, coach and supervise country directors (CDs) and country leads.
  • Assure timely, high-quality planning meetings and participatory assessments.
  • Ensure timely, high-quality development of country strategies and workplans that meet established guidelines and corporate quality standards.
  • Monitor implementation through regular check-in and meetings with CDs and teams.
  • Ensure appropriate linkages between Core and Field programs, as appropriate, as well as scaling up efforts and broad testing of tools and approaches.
  • Provide periodic reports/presentations/updates on field programs to AORs and others as indicated.
  • Supervise Country Programs staff including senior managers.
  • Facilitate and nurture excellent relations with partners, providing them technical guidance and oversight for optimal participation and efficient use of project resources and technical expertise.
  • Oversee high-quality capacity strengthening approaches, technical assistance, and reports as well as administrative and financial support.
  • Work collaboratively with Finance and Operations teams to ensure successful field programs.
  • Travel as needed to countries for strategy development, workplan design, monitoring, reporting, and donor relations.
  • As a member of the Project Leadership Team, contribute to project strategic and technical direction, management, staffing allocation, partner engagement, and leadership across all areas of the project.
  • Draft and/or contribute to USAID, partner, and other external communications and relationships.
  • Supervise staff at HQ and in the field, and work collaboratively with all levels of staff on the project.
  • Serve on both the Project Leadership Team (PLT) and the Technical Leadership Team (TLT) and provide ongoing project guidance with particular reference to field programs, harvesting learning, and contributing to sharing lessons broadly within and external to project.
  • Other corporate requirements: maintain coordination with SBDP, Communications, GHSI and PDG, especially for new business and scope expansion.
  • Maintain knowledge of funding and strategic trends in the primary healthcare, health systems strengthening, and USAID programs and provide such input to GHSI and SBDP.
  • Assist in identifying common lessons learned, cross fertilization and sharing of technical outcomes.
  • Contribute to new business activities as requested.

QUALIFICATIONS
  • A master's degree in health, policy, management or related field or equivalent experience.
  • At least 15 years' experience working in Africa, Asia or Latin America on health or development projects; at least 8 years of which have been working in health systems strengthening or 4 of the 6 building block areas preferably with USAID. Familiarity with the political, social, economic, and cultural context of global development programs, as well as the overall donor landscape.
  • Demonstrated in-depth knowledge of developing country health systems, with a strong focus on HIV, infectious diseases (TB, Malaria), RMNCH, resiliency and sustainability.
  • Demonstrated leadership capacity, strategic vision, problem solving, and ability to effectively build and sustain positive teams, working relationships, and partnerships with donor agencies, host country governments, partners and local teams.
  • A steady trajectory of increasing levels of managerial responsibility in directing multi-discipline development projects, preferably with USAID.
  • Proven expertise supporting and mentoring junior staff to grow professionally.
  • Proven ability to manage all aspects of staffing including recruitment, promotion, retention, and dismissal, in a multi-cultural setting.
  • Proven success in managing field programs.
  • Excellent English oral and written communication; fluency in French or at least one other USAID-relevant language strongly desired.
  • Ability to travel at least 30% time.

The expected salary range for this position is: $0.00 - $215.00 annually (U.S. locations only).
