Position Purpose
Conducts complex investigations into allegations of discrimination and retaliation submitted to the District through Equal Employment Opportunity Commission (EEOC) charges, Title IX violation allegations, or other complaints. Supports the District's nonrenewal and termination functions for both Chapter 21 and at-will employees. Reviews District documents related to required State Board for Educator Certification (SBEC) reporting. Facilitates management of employee complaints administered under applicable Board policies.
ESSENTIAL JOB FUNCTIONS
EEOC Charge Management
- Conducts complex investigations into allegations of discrimination and retaliation submitted to the District through EEOC charges.
- Develops, revises, and drafts the District's response to EEOC charges demonstrating the District's adherence to related state and federal laws prohibiting discrimination.
- Consults with appropriate District staff for guidance on EEOC complaint investigations and response writing.
Title IX Compliance Management
- Collaborates with District staff to promote a positive, ethical, and inclusive culture and climate in all District facilitates, activities, and sponsored events to ensure a professional work and learning environment compliant with Title IX law and relevant Board policies.
- Investigates, documents, and prepares the investigation findings responses on behalf of the District to Title IX and Board Policy DIA employee complaint allegations.
- Consults with District staff, as appropriate, for the management and investigation of Title IX and Board Policy DIA complaints.
- Collaborates with District staff in the design, implementation, and evaluation of training for supervisors and administrators related to Title IX complaint management.
- Serves as Title IX student complaints campus liaison.
Performance Management
- Supports supervisors and leaders in communicating workplace expectations with employees.
- Collaborates with District leaders to improve employee abilities through coaching and feedback.
- Supports supervisors and leaders in establishing employee behavior patterns that align their goals with the organization's mission, values, and goals.
- Supports Employee Relations through improving communication throughout the organization.
- Supports the District's Chapter 21 Contract renewal/non-renewal process including the provision of performance management guidance and coaching of supervisors.
Grievance Management
- Supports hearing officers to follow timelines specified in Board policies related to complaints, including: (1) adhering to hearing officer's response deadlines; and (2) securing and documenting response deadline extensions with the employee, or employee's representative, when appropriate.
- Actively participates in the grievance/complaint process by assisting with research related to formal grievances and attending assigned grievance hearings.
- Consults with District staff to direct complaints to appropriate departments for investigation as needed.
- Maintains full and complete records of all relevant documents from the complainant and assigned hearing officers.
- Organizes all complaint documents throughout the entire grievance process.
Administrative Services
- Drafts notification letters on behalf of the District to the Texas Education Agency (TEA).
- Facilitates District actions related to suspensions without pay, notifications of the District's intention to separate employment, involuntary separation communications, and related District internal processes.
- Collaborates with District leadership and coordinates the District's annual contract nonrenewal process for Chapter 21 contract employees.
Professional Growth
- Researches, plans, and implements best practices related to primary duties and responsibilities.
- Participates in appropriate professional learning activities.
- Summarizes and recommends changes in District practices, procedures, and policies based upon learning at professional development activities.
- Maintains a thorough knowledge of all pertinent federal, state, local, and District policies and procedures concerning administrative services issues.
Safety
- Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
- Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
- Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.

Travel Requirements
- Travels to school district buildings and professional meetings as required.
Physical & Mental Demands, Work Hazards
- Tools/Equipment Used: Standard office equipment, including computers and peripherals.
- Posture: Prolonged sitting; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of a mouse; occasional reaching.
- Lifting: Occasional light lifting and carrying (less than 15 pounds).
- Environment: Works in an office setting; may require occasional irregular and/or prolonged hours.
- Attendance: Regular and punctual attendance at the worksite is required for this position.

Minimum Required Qualifications
- Education:
- Bachelor's degree from an accredited college or university is required;
- Master's degree from an accredited college or university is preferred;
- Major in English, Psychology, Criminal Justice, Human Resources Management, or Labor Relations preferred.

- Experience:
- Required:
- 3-5 years in employee performance management support for supervisors.
- Preferred:
- Experience as a campus administrator or as a Title IX Coordinator
- Experience as a supervisor
- Experience with grievance management and/or investigations of discrimination complaints

Bachelor's degree 5 years
Master's degree 3 years
- Language: Bilingual (English/Spanish) preferred.
