Job description

Serves as the Texas Department of Transportation's appeals coordinator and provides consultation and support in the areas of disciplinary actions, Americans with Disabilities Act accommodations, the Family Medical Leave Act, and open records requests. Work routinely involves sensitive information and communication. Work requires contact with high-level executives and other governmental agencies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Consults and assists with issues related to the Americans with Disabilities Act (ADA) and Family Medical Leave Act (FMLA)by updating and  maintaining personnel records in PeopleSoft ADA module; reviewing, tracking, maintaining, and reporting ADA accommodation requests; and developing solutions for ADA and FMLA issues.
  • Coordinates, reviews, and processes termination appeals received by the department; develops and disseminates information and communications with internal personnel and external agencies; and tracks and maintains related documentation throughout appeals life-cycle process.
  • Coordinates open records requests for the Human Resources Division; develops monthly report of requests, and provides open records guidance and training for HR personnel on the Public Information Act.
  • Provides disciplinary action support by assisting with maintenance of reports; running queries, conducting initial file reviews, assigning behavior type codes, editing report descriptions, and communicating updates to HR staff.
  • Develops presentations, informational materials, and conducts outreach on issues involving the ADA, FMLA and other employment related issues.
  • Develops, reviews, and updates forms, policies, procedures, and other guidance documents related to employee accommodations, appeals, and other employment related issues.
  • Prepare human resources correspondence and reports, including confidential correspondence and reports.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's degree in any discipline. Relevant work experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications

Experience: 2 years of human resources experience. Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate level education may be substituted for experience on a year per year basis.

Licenses and Certifications: Valid driver's license. This position requires driving a state vehicle.

  • Human resources administrative practices and procedures
  • Human resources management policies and practices
  • Federal and state laws, regulations, and guidelines governing the human resources field

Proficient skill in

  • Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
  • Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • Maintaining effective working relationships with others
  • Using Microsoft Office, including Outlook, Excel, and Word

Ability to

  • Communicate effectively, both verbally and in writing
  • Manage and provide leadership to resolve conflicts, grievances, or disagreements in a constructive manner to minimize negative personal impact.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Sitting - prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
