NCCOB is seeking a journey-level financial program manager to lead the Consumer Services Licensing Team. This position works closely with and reports to the Chief Deputy Commissioner. This position will be responsible for providing guidance and supervision to the Consumer Services Licensing Team. The Consumer Services Licensing Team is responsible for processing applications, renewals, and complaints for the following industries: money transmitters, consumer finance companies, check cashing businesses, and refund anticipation loan facilitators.
Key responsibilities of this position include, but are not limited to:
- Process complex money transmitter applications, change-in-control requests, and issue license determinations.
- Resolve escalated licensing and complaint matters.
- Develop tactical goals and qualitative metrics to monitor and evaluate the productivity of the area and individual staff.
- Demonstrate strong leadership, oral and written communication, and analytical and problem-solving skills.
- Respond to inquiries which require written explanation or interpretation of established policies, procedures, statutes, and regulations specific to the Consumer Services industries.
- Prioritize and facilitate the workflow among a Team with varying duties and responsibilities.
- Participate in industry calls and regulatory committees.
- Review and evaluate work product of licensing analysts.
- Maintain confidentiality and discretion while conducting agency business.
- Work with minimal supervision and adapt easily to changing circumstances.
CONTRIBUTING LEVEL RECRUITMENT RANGE: $85,812 - $105,000
- Ability to interpret laws, rules, regulations, industry standards, and accounting/reporting processes applicable to the money transmission and check-cashing industries.
- Ability to apply this knowledge to analyze financial records of applicants and licensees and identify areas of risk, material deficiencies, and violations of state and federal laws, regulations, and compliance.
- Experience with data analysis and creating spreadsheets and reports.
- Performance abilities include, but are not limited to the following: objectivity, time management, integrity, clarity (report writing and oral presentations), attention to detail, teamwork, professional presentation, initiative, and organizational sensitivity.
- Proficiency in the use of technology to include Microsoft Office (e.g., Word, Excel, PowerPoint, Teams, and Outlook).
- Ability to quickly learn existing in-house systems and emerging technologies.
- Ability to travel overnight as needed for training and conferences.
Below Knowledge, Skills, and Abilities are preferred but not required:
- Working knowledge of the Nationwide Multistate Licensing System & Registry (NMLS).
- Working knowledge of BSA/AML, OFAC, and GLBA regulations.
- Experience with virtual currency or digital assets
- Spanish-speaking
