Job Description
Job Duties and Responsibilities: The purpose of the Project Coordinator is to ensure all field activities within the area are completed in accordance with the contract document, Company specifications, project schedule, and budget. Duties may include, but are not limited to:
- Report to the Construction Manager/ Construction Supervisor / Sr. Construction Coordinator on an as needed or as requested basis.
- Develop and maintain project staffing requirements to effectively manage Area Construction projects. -Assist with overseeing Safe Excavation Pressure (determined by others) are on the Work Authorization and in place prior to the beginning of excavation.
- Assist in preparing Construction contracts and scopes of work for RFP packages and SROs.
- Assist in selecting proposed pipeline routes and proposed compressor and metering facility sites.
- Assist in ensuring proposed pipeline and/or facility sites are located to minimize impact to wetlands, forests, parks, rivers, populated areas, etc.
- Assist in preparing construction estimates for the field activities necessary to install the proposed facilities.
- Act as a liaison between the Field Construction Inspection Team and Client Operations and Maintenance staff. Coordinate arrangements with operations to facilitate pipeline or facility construction activities inside Company facilities.
- Assist in the preparation and issuance of Safe Work Permits when required.
- Ensure MOC processes are followed for any design changes or material substitutions.
- Assist with the coordination and control of the activities of third-party contractors i.e. NDE, survey and ensure their performance is consistent with established guidelines and procedures, and take corrective action where required.
- Communication with Pipeline Operations for any field activities which may result in an interruption to service of the pipeline operating system.
- Prepare cost forecast of third-party construction costs attributable to assigned projects and updates monthly.
- Evaluate key third-party inspectors, radiographers, and survey party chiefs to ensure their performance is consistent with established guidelines and procedures and take corrective action where required
- Select proposed pipeline routes and proposed compressor and metering facility sites.
- Determine the most practical route based on distance, cost, constructability, and environmental impact.
- Ensure proposed pipeline and/or facility sites are located to minimize impact to wetlands, forests, parks, rivers, populated areas, etc.
- Prepare plot of proposed alignment on USGS quads, state highway, or local county maps indicating significant topographical features.
Qualifications
- A bachelor’s degree in engineering
- Six (6) years of design, construction, or operations experience, or an equivalent of ten (10) years of experience in the industry supervising plant and pipeline construction.
- Construction management experience
- Knowledge of jurisdictional regulatory requirements, safety regulations and applicable code requirements
- Experience in communicating with FERC monitors
- Experience in communicating with Army Corps of Engineers
- LOCATION: Houston. Candidates need to be local to Houston to be able to work in (and unexpectedly come into) the office as needed
