About WSDOT
Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.
The Opportunity
WSDOT is currently seeking a Transportation Planning Specialist 4 to serve as the Community Transportation Planner in Spokane, WA. The top candidate will serve as the division's public transportation contract manager for operating grants (i.e., operations, planning, and mobility management projects) for Eastern Region, which includes Ferry, Stevens, Pend Oreille, Spokane, Whitman, Garfield, Columbia, and Asotin counties. The Planner provides customer service, technical assistance, and training to transit agencies, nonprofit Community Transportation providers, and tribal transportation providers. This position helps ensure that grantees are meeting state and federal requirements for their WSDOT's federally funded and state-funded contracts.
What to Expect
Among the varied range of responsibilities held within this role, you will:
  • Perform and lead teams on contract management process development and technical assistance.
  • Provide oversight of contract administration, coordination, and state/federally required policy development.
  • Lead group and individual Grant Management System (GMS) training.
  • Provide grant contract oversight, review quarterly reports, complete administrative site visits, and review invoices.
  • Review federally required policies and assist in evaluations of the effects of state and local civil rights programs.
  • Conduct on-site visits to ensure compliance.
  • Represent the division, develop relationships, and serve as point of contact for grantees, transportation service providers, WSDOT regions and divisions, metropolitan planning organizations and regional transportation planning organizations, and other stakeholders.
  • Provide technical assistance on plan development.
  • Provide technical assistance to ensure the division and all federally funded grantees comply with ADA, Title VI, and Disadvantaged Business Enterprises requirements.
  • Lead the division's functional groups and teams in the development of policies, processes, and procedures.

Qualifications
To be considered for this opportunity, the following are required:
  • Four (4) years of professional experience with grant/contract management, including grants/contract development, analysis and evaluation of grant/contract programs and processes, and grant/contract administration; project management and delivery; or experience in transportation programs. A bachelor's degree in business or a related field may substitute for one (1) year of professional experience.

It is preferred that qualified candidates also have:
  • General knowledge of public transportation performance, governance, policy, funding, planning, transit operations, special need transportation, transportation demand management, legislative relations, local government relations, and system-wide multimodal transportation analysis.
  • Ability to interpret complex and technical information and communicate verbally and in writing in a simple and easy to understand manner to diverse audiences.

  • Travel may be required up to 15% of the time. Occasional in-state and out-of-state travel will be necessary to attend and/or support meetings and conferences.
