King County Road Services Division, Strategic Business Operations Section (SBOS) is looking for a Supervising Transportation Planner(Transportation Planner IV) to join our dynamic Division! Job Duties
- Supervise and perform the development, documentation, and reporting of performance measures, key indicators, quality assurance, and improvement measures across the Division.
- Supervise, research, and analyze community and site scale information, policy, codes, and contemporary transportation planning practices using a variety of tools including geographic information systems (GIS) mapping and analysis.
- Contribute to a work environment that embraces and encourages diversity; where differences are valued by demonstrating behaviors that include fairness, respect and inclusiveness.
- Build and nurture trust and rapport with various staff groups across business lines to understand their strengths and challenges and ensure smooth progress of programs and projects.
- Lead the Division's engagement with the County Comprehensive Plan and Subarea Plan update processes, including the identification, development, and assessment of transportation-related policies.
- Lead the Division's participation in transportation planning community engagement efforts such as the Community Needs List and Participatory Budgeting programs.
- Oversee and conduct quantitative and qualitative data analysis of transportation, asset management, socio-economic, natural resource and other information types to produce accurate reports and recommendations in support of policy decisions, budget proposals, grant proposals, proviso responses, plan development, capital project delivery.
- Develop and manage high profile and emergent programs and projects.
- Coach teams regarding continuous improvement and team based organizational performance management.
- Responds to complex planning requests, ensuring compliance with county code, policies, guidelines, state and federal laws.
- Participate in planning workgroups and committees, ensuring the policies and guidelines of the Division are represented.
- Oversee and conduct data gathering, generate informational reports through queries and other data manipulation, and provide written report and presentations on findings.
- Participate as a leadership team member and ensure consistency of activities with agency mission and goals; develop annual objectives, work priorities, and work plans.
- Represent the division on interdepartmental teams.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
- Advanced knowledge and experience in transportation planning and design principles and techniques, OR any combination of education, skills, training and experience that clearly demonstrates the ability to perform the duties of this position.
- Demonstrated experience supervising staff, evaluating staff performance, managing conflict, and leading with purpose and vision.
- Proficiency in utilizing advanced analytical and problem-solving methods, statistical techniques, and conceptual analysis.
- Possess strong interpersonal skills with the ability to build and maintain positive working relationships.
- Exceptional oral and written communication skills, with the ability to convey ideas, present information to diverse audiences.
- Possess strong organizational, time management and planning skills while also demonstrating skill in making timely quality decisions.
- Demonstrated project management experience that includes, managing multiple complex projects and assignments, developing scopes, schedules, and budgets.
- Proficient and comfortable using a variety of technology, including Microsoft Office 365 Suite products, SharePoint, Teams, PowerBI, Airtable, and other internet-based and project management tools; able to review and edit legislation, reports, and other various communications.
- Are able to successfully manage competing priorities and deadlines where goals and interests may conflict.
- Experience successfully working as part of a team as well as working as an individual contributor.
- Experience preparing visual management boards using simple and concise visual approaches; experience developing and maintaining reports and dashboards.
- Experience with performance management frameworks including the selection of meaningful metrics.
- Experience using continuous improvement methods to minimize waste and maximize value.
- Expert research, and data analysis skills; exceptional analytical, problem-solving, quantitative reasoning, and data-handling skills; experience creating workflows and leader standard works procedures.

This recruitment is open to all qualified applicants and may be used to fill current and or/future career service, term-limited temporary, short-term temporary, and or/special duty positions over the next six months. First consideration will be given to current PROTEC17 members in the same classification that are eligible for lateral transfer.
Special duty opportunities are open only to current King County career service employees who have completed their initial probation. Special duty applicants must have approval from their current supervisor to accept an assignment. Current employees selected for special duty will be compensated based upon the provisions of the collective bargaining agreement, King County Personnel Guidelines, or Coalition Labor Agreement for their base assignment.

WORK SCHEDULE:
The work week is normally Monday through Friday, 8.00 a.m. to 5:00 p.m., but may at times require work outside of normal business hours. This position is exempt from the provisions of the Fair Labor Standard Act and is not eligible for overtime pay.

TELEWORKING REQUIREMENT:
This is a hybrid position. The work associated with this position will be performed by teleworking, onsite work and meetings as needed. The responsibilities of this position will include regular and ongoing in-office work.
Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
