Results Statement: The mission of the CoMET Department Manager for HVJ, a leading specialty engineering firm in Texas, is to support the firm within the general policies and guidelines established by the corporation. The CoMET Department Manager is a key leadership role within HVJ and is primarily responsible for providing strategic direction, managing day-to-day operations and ensuring the overall success of the department. This includes responsibility for maintaining client relations and developing business and general operation activities.
The CoMET Department Manager will perform as the technical lead for the unit and is responsible for the quality of all projects undertaken and directing the duties of all staff within the department. As the CoMET Department Manager, you will play a vital role in overseeing departmental operations, leading the team and contributing to the overall success of the company. Strategic/Management Work: Achieve required department financial performance by the following: Managing staff levels consistent with workload without sacrificing client satisfaction through unresponsive service.
Managing department level overhead expenses consistent with budget and workload. Managing department project direct expenses consistent with budget and workload. Managing staff project assignments to efficiently use available resources.
Manage staff engagement, flexibility, and ability to accept increased responsibility through staff assessment, development, and compensation. Manage client satisfaction by managing value delivery and commitment management within the department. Continuously improve your managerial and technical capabilities by attending educational workshops; reviewing professional publications; establishing personal networks; and participating in professional societies.
Tactical Work: Manage time to achieve an appropriate balance between strategic and tactical activities. Achieve the company vision through executing communication and development activities. Prepare and participate in Annual Budgeting Process.
Assist with annual planning related to department business development, efficiency, and people planning that includes financial, growth, stakeholder satisfaction, and strategic goals along with detailed operating and capital budgets for approval by the Branch Manager. Forecast department performance on annual plan goals and initiatives. Develop and implement actions needed within the department to achieve or exceed plan goals and accomplish planned initiatives.
Improve pursuit wins, IDIQ assignments, forecasting accuracy, and hiring effectiveness as part of a team led by the Branch/Office Manager by: Developing market awareness Communicating brand positioning to staff and clients Improving market visibility through active participation in association and conference activities Improving relationships with client companies and owner agencies Report market intelligence gathered from visits, meetings, and research to managers within the branch. Identify prime and subconsultant opportunities and pursue wins as part of a team led by the Branch Manager/Office Manager. Manage department staff support of opportunity pursuits through providing project and technical approach information.
Improve performance and engagement of direct reports through performance review (PACE) and staff development activities. Develop staff to assume increased responsibility within the firm with particular attention to the following: Training Project Managers and Project Engineers in Value Delivery, Proposal Preparation, Project Quality, Managing Project Scope and Schedule, and Invoicing/Collection. Manage training of Staff Engineers and Technicians in performing engineering and/or testing tasks and preparing technical reports.
Manage Dispatch and Administrative Staff Recommend hiring of staff and salary adjustments to Branch/Office Manager for approval. Manage improvement of process implementation and performance within the department. In the case of temporary absence or staff turnover produce results expected of direct reports and/or supervisor as needed.
Prepare technical and cost proposals and approve/sign proposals prepared by others. Develop detailed project scope of work Estimate fees based on scope of work Prepare and sign written proposal letters including any client required forms Review, approve, and sign proposals prepared by others Perform direct project work and quality reviews of technical reports as needed. Sign and seal technical reports as needed.
Perform contract reviews on behalf of firm. Provide safe, clean, properly equipped facilities and equipment. Resolve project, client, and employee issues within the department fairly and in accordance with company policy.
Position Specific Standards: Achieve department goals established in the Annual Plan for Gross Revenue, Net Contribution, Client Satisfaction, Employee Satisfaction, Engagement, Process Adoption, and Value Delivery. Perform process activities in accordance with schedules set forth in the process documentation. Perform direct work on projects at the utilization level planned in the budget.
Prepare department monthly gross revenue and net contribution forecasts on or before the third Wednesday of each month. Prepare department monthly reports on or before the fourth Tuesday of each month. Perform department quarterly staff planning assessments on or before the fourth Tuesday of February, May, August, and November.
Attend events and actively volunteer for committee and other assignments for at least one organization agreed with the Branch Manager. Key Criteria/Requirements: Professional Engineer Registration in the State of Texas Master of Science in Civil Engineering or comparable with minimum ten years direct experience, or Bachelor of Science in Civil Engineering with minimum ten years direct experience.
