GENERAL DESCRIPTION: Performs highly complex (senior-level) accounting work and routine (journey-level) managerial work. Work involves managing day-to-day activities of A/P teams, establishing goals and priorities, and managing evaluation activities. Oversee staff that process payments to vendors and agency employees and ensures work is completed accordance with General Appropriations and State and Federal Laws and regulations. Assist with customer inquiries, reviews and approves leave requests, coordinates employee schedules to ensure coverage and assists in hiring selections. Serves as the A/P Manager when the manager is out. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Assist A/P team with internal/external customer payment inquiries by researching requests and follow up with customers until successful resolution; includes running CAPPS queries and monitoring statements.
2. Review and approve leave requests to ensure coverage for business needs to continue uninterrupted, ensure appropriate staff levels are maintained, assist with hiring selections and coordinate training of staff.
3. Assist team leads with issues/questions. Analyze work of A/P teams and recommend improvements to A/P Manager for adaptations or revisions to appropriate procedures to strengthen internal controls.
4. Provide effective supervision, coaching and development of staff. Develop training curriculum and monitor for timely completion.
5. Provide guidance to determine correct expenditure codes for requisitions; this includes using Comptroller of Public Accounts website to verify correct coding and verification of source documents for request of goods or services.
6. Provide backup assistance with adjustment, purchase, travel approvals and assist with error resolution for related vouchers during peak processing times.
7. Coordinate and review documentation with A/P Manager for audit requests and submit for approval as required by policy and internal procedures.
8. Serve as the A/P Manager in their absence.
9. Participate in special projects which may require coordination with staff within the Division, other agencies or outside entities.
10. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.
11. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from an accredited four-year college or university is required. Major coursework in Accounting or a related field is preferred.
Experience – Minimum of four (4) years’ experience processing accounts payable, two (2) of which must be within a Texas State agency. One (1) year team lead or supervisory experience required.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.
Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. A working knowledge of governmental accounting. Knowledge of generally accepted accounting principles and procedures affecting maintenance of accounting records.
Supervisory/Managerial/Leadership Skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to staff; promote teamwork and be able to motivate others to accomplish goals. Ability to direct accounting functions and supervise the work of others. Ability to review and audit the work of others to ensure data integrity for positive audits.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Ability to engage in a collaborative, results-oriented team environment.
Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Technology - Must possess appropriate levels of proficiency with utilized software and systems and ability to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook) and PeopleSoft products. Ability to quickly learn multiple system requirements and troubleshoot solutions to issues.

- Intermediate or advanced Excel knowledge, including pivot tables, logs, data sets to analyze and track invoices with minimal instruction

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
