Position Information
TxDOT's Austin District's Engineering Services team is looking to fill one Technical Project Manager I or II position located at the District Headquarters. This position performs advanced engineering, architectural, construction inspection or other Technical Project management work. Provides leadership related to all aspects of architectural or engineering construction projects by planning and controlling all elements of the project. Responsible for review and development of projects objectives and for maintaining the project integrity through ensuring compliance with relevant state and federal laws, policies and procedures. Responsible for quality assurance/quality control aspects of Technical Projects. Work requires extensive contact with agency management, governmental officials and private entities. Typically reports to Section/Staff level managers. Serves as a Project leader and Coordinator of all aspects of projects. Employees at this level are virtually self -supervising and assume direct accountability for the work product.
This position is for ONE Technical Project Manager I or II. The Texas Department of Transportation reserves the sole right in determining the level of position based on the applicant's work experience, education, skill level, and all other appropriate factors, and based on business needs.

Position Description
Performs advanced engineering, architectural, construction inspection or other Technical Project management work. Provides leadership related to all aspects of architectural or engineering construction projects by planning, and controlling all elements of the project. Essential Duties:
Technical Project Manager I:
- Responsible for leading and/or coordinating oversight of multiple Technical Projects.
- Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual project schedules.
- Compiles and distributes project information, status reports, and project budget expenditures.
- Coordinates project activities with other state agencies, governmental jurisdictions, or private sector partners and contractors and assure coordination and approvals through FHWA.
- Coordinates with local Metropolitan Planning Organizations (MPOs) to develop annual Transportation Improvement Program and long and short-range transportation plans for the area.
- Coordinates with other Divisions and Districts on contracting issues and serves as the point of contact for their professional services contracting program.
- Creates documentation procedures to capture and deal with changes in original project plan.
- Directs, develops, and evaluates projects using accepted project management methodologies.
- Directs, develops, implements, and evaluates project budgets, schedules, work plans, resources requirements, and cost estimates and projections.
- Identifies potential project impediments, risks, and issues; and designs strategies to mitigate or avoid them.
- Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are acceptable and fulfill the terms of the project contract or specifications.
- Oversees project assignments, determines work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
- Provides technical assistance in resolving construction problems related to contract administration.
- Reviews and recommends proposals and bids to management.
- Serves as a project leader.
- Serves as a liaison and division contact in area of expertise.
- Trains professional and technical staff.
- Performs other job responsibilities as assigned. This position requires driving a state vehicle.
Additional Duties of Technical Project Manager II:
- Analyzes performance and objectives to identify improvement projects to include people, process, and technology.
- Assesses project issues and develops resolutions to meet productivity, quality, and client satisfaction goals and
objectives.
- Analyzes and reports on advanced and highly complex program funding change scenarios and their impact to individual
project schedules.
- Evaluates and assesses business process improvement initiatives performed by others.
- Monitors and manages project cost and quality to ensure project is completed within budget and to ensure deliverables are
acceptable and fulfill the terms of the project contract or specifications.
- Serves a coaching and leadership role for junior Project Managers.
Minimum Qualifications:
Education: Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis. Substitutions for Minimum Qualifications
Technical Project Manager I:
Experience: 5 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by fulltime or prorated parttime equivalent).
Technical Project Manager II:
Experience: 6 years construction project management; project management, process engineering and/or business process improvement methodologies. (Experience can be satisfied by fulltime or prorated parttime equivalent).
Licenses and Certifications:
- Valid driver’s license. This position requires driving a state vehicle.
