COLLECTION OFFICER II

SALARY INFORMATION
In addition to performance-based merit increases, this position is scheduled to receive salary range increases on the following dates:
Effective June 28, 2024 - 4.25% increase
Effective June 27, 2025 - 4.00% increase

Salary may be negotiable within the range listed, based on position requirements and successful candidate's qualifications, subject to appropriate authorization.

This recruitment is being held to establish a listto fill current/future Collection Officer II positions. The current vacancy is within the Treasurer-Tax Collector. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

TREASURER-TAX COLLECTOR
The mission of the Treasurer-Tax Collector (TTC) is to ensure the safe and timely receipt, deposit, collection, and investment of public funds. Our vision is to implement best business practices that maximize value, minimize costs, and provide timely, accurate, and courteous service to our internal and external customers. To accomplish our mission and vision, we will invest public funds in a manner that provides maximum security of principal and maintains the public trust; maintain sufficient liquidity to enable participants to meet their operating cash requirements; obtain a stable market rate of return throughout budgetary and economic cycles; provide timely, cost-effective, accurate and courteous customer service; invest resources to develop and maintain knowledgeable and competent staff; act in an ethical and professional manner while maintaining honest, respectful and open communications; and, streamline cashiering and collection processes to increase timely collection of public revenues for the benefit of Orange County citizens. The Treasurer-Tax Collector has an annual operating budget of $14.5 million with approximately 70 employees. The Treasurer is also an ex-officio trustee on the Orange County Employees Retirement System, managing over $19 billion, and the banker for the community and school districts in Orange County.

THE OPPORTUNITY
The Collection Officer II position within the Office of the Treasurer-Tax Collector will conduct investigations and take action to facilitate the collection of debts owed to the County. Additionally, this position will be responsible for the collection of monies owed to the County of Orange agencies, departments, or districts on government and non-governmental invoices over the phone, email, in person, field calls, and small claims court.

Duties and responsibilities may include, but are not limited to:
  • Locating debtors, researching debtors' assets, and evaluating their ability to pay.
  • Applying complex laws and regulations.
  • Securing cooperation from debtors and other individuals and agencies in collecting delinquent accounts.
  • Full execution of legal procedures, from filing lawsuits to post-judgment actions
  • Conduct reviews of delinquent debts, including reviewing County invoices, supporting documents, and data provided in software applications to determine amounts owed.
  • Perform skip tracing to locate individuals and obtain updated contact information to assist in the ability to contact debtors.
  • Initiate enforcement activities, including but not limited to mailing delinquent letters, making telephone calls, meeting in person with debtors, conducting field calls to businesses, and initiating credit reporting.
  • Review and recommend post-judgment enforcement actions, such as levies, wage garnishments, judgment debtor exams, and Franchise Tax Board intercept program.
  • Conduct financial evaluations that include a review of income, expenses, and personal assets to determine ability to pay.
  • Resolve disputed accounts with debtors and coordinate processes with appropriate County agencies.
  • Provide accurate, complete, and up-to-date information in a courteous, efficient, and timely manner to debtors, internal departments, and client agencies.
  • Ensure timely collection, payment, and/or write-off of delinquent invoices and the posting of payment to accounts.
  • Represent Treasurer Tax Collector Agency in court for Small Claims, Financial Hearings, Claim of Exemption, and Order Judgment Debtor Examination, to name a few.
  • May perform other duties as assigned.
MINIMUM QUALIFICATIONS AND CORE COMPETENCIES
Two years' experience at the level of a Collection Officer I at the County of Orange or in a comparable classification at a public agency.
OR
Three years' experience in credit and collections environment in a business, legal, government and/or law enforcement agency which duties included, but were not limited to, interviewing persons, case management, performing basic financial investigations and assessments of the ability to pay that would have developed the knowledge and abilities listed below.
College courses, training seminars, or a combination thereof (e.g., behavioral science, business administration, criminal justice, humanities, and paralegal courses) related to the knowledge and the abilities may be substituted for up to one year of the required experience based on three semester units equal to one month, and/or one hour of job-related training equal to one hour of experience.

In addition to the minimum qualifications, the ideal candidate will possess extensive knowledge and experience in the following core competencies:

Technical Experience & Knowledge
  • Experience in a public agency, commercial bank, utility, or corporate environment in a collection capacity.
  • Experience with a variety of software programs, web-based programs, and websites to skip trace clients with no contact information, researching case histories, or investigating financial background.
  • Establishing payment plans or enforcing delinquent collections through various methods provided under applicable laws, regulations, policies, and procedures.
  • Capacity to accurately and succinctly document delinquent accounts, including reading and interpreting correspondence to reply to people in a suitable and professional manner.
  • Ability to use a computer to prepare court or case-related documents, make notes in electronic files, generate collection letters, and create and update accounts.
  • Knowledge of the Fair Credit Reporting Act, current laws, regulations, and methods of enforcement relating to the legal collection of funds.
  • Maintaining financial records.
  • General knowledge of State Tax Intercept Program regulations.
  • General knowledge of legal codes, court procedures, precedents, and government regulations.
  • Proficiency in Microsoft Suite programs, specifically with Microsoft Word, Excel, and Outlook.
Analytical & Problem Solving
  • Gathering, compiling, analyzing, and presenting data and information verbally and in writing.
  • Identifying and evaluating problems or issues accurately.
  • Using logic and reason to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Evaluating and interpreting a variety of complex laws and regulations and demonstrate good judgment in determining an appropriate course of action in case management.
  • Identifying unit issues, impacts, and solutions.
  • Working independently to manage time wisely and to effectively prioritize multiple, competing tasks.
  • General knowledge of arithmetic and statistics.
Oral & Written Communication
  • Working collaboratively with staff to achieve the Department's objectives.
  • Building strong working relationships inside and outside the organization.
  • Communicating effectively in situations requiring persuasion and instruction.
  • Explaining court-ordered financial obligations to the debtor in person or over the phone.
  • Initiating calls to clients and sending letters to collect payments, responding to phone calls and emails regarding cases.
  • Providing courteous customer service over the phone and in-person.
  • Representing the County in Superior Court for contested restitution, financial hearings, order for judgment debtor evaluations or claims of exemption.
  • General knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition and grammar.

RECRUITMENT PROCESS

Eligible List
Once the assessment has been completed, HRS will establish an eligible list of candidates. Candidates placed on the eligible list may be referred to selection interview to be considered for present and future vacancies.
