The team supporting the Administrative Office of the US Courts (AO) Case Management System Office (CMSO) is organized into 16 sub agile teams. We develop integrated solutions using the Agile/SAFe Framework. We focus on software development within AO to deliver systems for the Case Management and Electronic Case Filing (CM/ECF) Portfolio, which consists of mission-critical case management and related software to support federal appellate, district, and bankruptcy court judges and staff and external stakeholders.
The current technology stack includes front-end web interfaces, web services, server-side business logic batch jobs such as extract-transform-load (ETL), and database backends. Developers (mostly) use Windows 10 computers for development and RedHat Linux is used for the dev/test/production environment. The current technical environment includes Informix, Java/Spring Boot, Perl, shell scripts, Docker, HTML/ CSS/ JavaScript/ AngularJS, cloud infrastructure, and mobile and web technologies.
The CM/ECF DBA will work as part of an agile development team to build and support the modernization of enterprise-class software applications.
The successful candidate should be capable of architecting and developing Cloud Database infrastructure and support the migration of legacy systems to the cloud. The duties and assignments include translating high-level requirements into data storage solutions; creating PoCs and/or prototypes to evaluate various Cloud Database technologies, architecting and implementing cloud-based database solutions on various platforms; developing and supporting a migration plan from legacy on-premises database to multi-cloud/hybrid cloud platforms.
In addition, the DBA will execute the following responsibilities:
- Research, design, implement and manage the Cloud Database infrastructure that will support the modernization of current enterprise applications.
- Develop standards operating procedure and best practices, including performance, security, scalability, and maintainability.
- Develop detail technical migration plan of the application data FROM Legacy system (Informix) to the new cloud solution.
- Participate in an agile team to deliver the full lifecycle, including requirements, architecture, design, development, testing and deployment.
- Update and maintain system design and architecture documents.
- Review and provide feedback on functional and technical requirements.
- Define and propose solutions for meeting future requirements of the organization.
- Working closely with other government architects and technical leads to ensure database design follows the industry best practices and standards that align with the Judiciary framework.
- Performing data modeling and optimization, preliminary data received from customer designs, data analysis, report writing from existing data using SQL (Structured Query Language) queries, and creation of new records and information updates as needed.

- Creating and managing database reports, visualizations, and dashboards.
- Creating automation for repeating database tasks.
- Assisting with SSL cert installation & troubleshooting.
- Perform complete database environment installation, configuration, on-going administration support (IBM Informix, DB2, Microsoft SQL Server, MySQL, Oracle).
QUALIFICATIONS
- 5+ years experience in Server database maintenance and database administration or similar role.
- Bachelor's degree in Computer Science, Information Technology, or related field.
- Experience leading at least one on-premises to cloud migration and/or experience leading a significant modernization initiative.
- Experience with migrating data and artifacts from Legacy (Informix preferred) to Modern DB solution.
- Experience providing operational database support and monitoring and control for multi-cloud/hybrid cloud platforms.
- Preferred certification for one or more of the following cloud platforms: Microsoft Azure, Google Cloud, Amazon Web Services (AWS), and Oracle Cloud.

- Excellent presentation and communication (oral and written) skills.
- Consultant mindset with the ability to work with high level customer stakeholders and build excellent customer relationship.
- Experience communicating and collaborating with developers, testers, systems engineer, DBAs, scrum masters, business owners and management.
- Ability to work with technical writers giving the instructions for SOPs, and other release/operational documents.
- Experience identifying and applying industry tools, solutions, methods best practices, and emerging technologies.
- Strong analytical skills and problem-solving skills with the ability to formulate and communicate recommendations for improvement.
- Experience with process design and documentation methodologies, and design and production of quality deliverables, process and use case modeling, business case development.
- Demonstrated ability to work effectively, independently, and as part of a team.
