ABOUT THE POSITION
The Riverside University Health System has an opening for Clinical Integration Analyst - IT Integration for the CalAim program. This job opening will serve to fill a Clinical Integration Analyst vacancy in Riverside.
The in-house IT team will work on the development, maintenance, and troubleshooting of the IT systems as they move toward integration and work towards the IT integration process of the County's EHR Systems.
Duties include, but not limited to:
  • Provide oversight of the ECM Clinical Integration Analyst, the Business Process Analyst, Program coordinator and Analyst.
  • Collaboration with Analyst on ECM reports for accuracy and compliance.
  • Conduct internal Audit within CHC, BH, and PH ECM teams for Data inaccuracies and collaborate with Nurse Coordinators for efficient workflows.
  • Participate in CHC, BH, and PH ECM team's data governance to ensure report accuracy.
  • Responsible for projecting, justifying, recommending, and implementing solutions to problems affecting ECM data.
  • Plan, supervise, and conduct studies of administrative and operational activities, including fiscal operations, budget preparation and control, equipment usage, staffing patterns, workflow, and space utilization.
  • Coordinate the preparation of a division or unit budget; analyze budget items requested and determine justifiable needs based on program objectives and priorities; continuously review financial data, ensuring conformance with established guidelines and recommend the transfer of funds.
  • Recommend and establish contract forms and procedures; monitor adherence to contract terms; research grant funding availability and relevance.
  • Direct office service units such as duplication service, communications service, supply room, central files, information units, and the coordination of building maintenance services.
  • Develop and recommend internal policies and procedures; develop internal guidelines and procedures describing and clarifying standard practices; administer and coordinate the publication and distribution of policies and procedures.
  • Review current pending, and new legislation to determine the effect on departmental operations and programs; participate in various meetings; present and/or gather data to assist management in making administrative and operational decisions.
  • Direct, assign, train, and evaluate subordinate clerical and technical personnel in performing various professional, administrative, and clerical support tasks.

What is Cal AIM?
California Advancing and Innovating Medical CalAIM is a state funding initiative. This initiative aims to help advance and transform Medi-cal to improve services that will provide well-rounded care beyond the doctor's office and hospital to address the individual's physical and mental health needs. CalAIM encompasses services and programs such as Enhance Care Management, Community Support, Justice Involved initiative, and Population Health Management, among many others. These programs primarily focus on improving patients' access to health care and better health outcomes.
What is ECM?
Enhanced Care Management (ECM) is an essential part of CalAIM. ECM provides care management for the most complex patient populations, such as the homeless population, adults who are high utilizers, children and youth, adults with serious mental illness, individuals with long-term care services, justice-involved populations, birth equity, and intellectual developmental disabilities. This program provides comprehensive care management and coordinates the individual's whole health needs.
The ideal candidate will have experience with: EPIC or EHR experience, project management, budget analysis, and Power BI.
May require occasional driving to attend meetings.
EXAMPLES OF ESSENTIAL DUTIES
• Provide technical support for RUHS' integrated clinical information system operations; assist in the coordination of RUHS information system operations and activities in support of interdisciplinary clinical practice, clinical decision-making, quality assessment, and patient safety initiatives.
• Translate clinician requirements, in partnership with multi-disciplinary teams, into specifications for clinical information systems to redesign the workflow in clinical areas.
• Assist in the design, acquisition and implementation of applicable clinical/healthcare informatics, including software validation and installation, clinical content development, user acceptance testing, business process re-engineering, training, and go-live implementation support; coordinate the research, selection, and planned implementation process for nursing and clinical applications.
• Assist the Clinical Integration Supervisor in coordinating, implementing, and conducting education and training to end-users of RUHS integrated clinical information systems and applications; develop and organize training curricula, schedules, and training materials.
• Facilitate effective communication with user groups and assist with go-live readiness to ensure smooth implementation of new functional elements, applications, and major releases of clinical information systems; interface with nursing, ancillary staff, and other clinicians related to the development, implementation, and review of the RUHS clinical information systems and procedures.
• Assist in monitoring and evaluating the effectiveness and efficiency of the integrated clinical information systems.
• Support and coordinate software applications for nursing and clinical operations, inclusive of, but not limited to, scheduling and updating systems; provide technical assistance and support to end-users.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in nursing, business or healthcare administration, computer science, communications, industrial engineering, natural sciences, or other healthcare field related to the assignment.
Experience: Four years of professional level experience in a hospital or healthcare setting that included one year of supporting clinical information or electronic health record (EHR) systems and applications. (Additional qualifying experience related to the support of clinical information or EHR systems and applications may be substituted for the required education based on one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Knowledge of: Principles and practice of Nursing or Clinical Informatics, and clinical information management processes and procedures; Electronic Health Records (EHR); clinical and nursing support applications such as Epic EHR; computer networks and software interface; standards and compliance issues related to patient care and safety required by Joint Commission, federal, and state regulatory agencies for healthcare.
Ability to: Coordinate multifaceted and technically sophisticated clinical information system projects; provide project management and training skills; use basic principles, practices, and functional activities for the maintenance and enhancement of clinical information systems; gather and analyze data; speak and write effectively; interpret and apply laws, rules, regulations, standards, and procedures; prepare concise reports and documents; establish and maintain effective working relationships with staff, customers, employees, and the public; communicate effectively with people at all organizational levels.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.
