PURPOSE: Under general supervision, performs a variety of clerical work and recordkeeping related to the operation and maintenance of a municipality; and performs related duties as required. B. DISTINGUISHING CHARACTERISTICS: Clerical Assistant I: The entry level in the series. Incumbents assume responsibility for a limited variety of activities which are subject to close review and supervision. Incumbents at this level may be expected to perform the same duties as a Clerical Assistant II, except that the employee is not expected to perform such duties with the same degree of proficiency. Qualification for this classification is based on completion of high school (or G.E.D. certificate) supplemented by courses in business, and the ability to type at least 35 words per minute without error. Clerical Assistant II: The journey level of the series. Duties may be standardized, but require the exercise of independent judgment in interpretation and application of standard practices and procedures or in modification of existing methods to complete assignments. Incumbents should be capable of assisting in the orientation and on-the-job training of other employees, and must possess sufficiently developed typing and clerical skills to handle all but the most complex matters. Promotion to this level is based on a minimum of one (1) year of experience in a lower level clerical class and a demonstrated proficiency to perform the duties assigned to this level, and the ability to type at least 45 words per minute without error. Clerical Assistant III: The highly skilled or specialist level of the series. Duties are of a complex nature involving technical functions within the area to which assigned. Requires a minimum of one (1) year of experience at the Clerical Assistant II level. Promotion into this classification is dependent upon the demonstrated proficiency of the candidate to perform the duties assigned to this level and a budgeted opening. Ability to type at 50 words per minute without error. C. ESSENTIAL FUNCTIONS: (1) Plans, schedules and performs a variety of clerical work related to the specialized function to which assigned; (2) conducts transactions with City personnel or the public in matters requiring a detailed knowledge of rules, procedures, policies, precedents and activities; (3) types letters, memoranda, reports, bulletins, handbooks, questionnaires, requisitions, contracts and other materials from marginal notes, rough drafts or verbal instructions; (4) assembles data and sets up and maintains filing systems on a variety of subject matter where discretion is involved in assigning items to proper place; (5) compiles information from various sources and types on a variety of forms or sets up appropriate format; (6) prepares and types letters memoranda, forms, reports, bulletins, handbooks, questionnaires, requisitions and documents with minimum direction; (7) serves as a receptionist for customers and general public, answering a wide variety of questions and referring clients to the proper party; (8) checks and reviews a variety of forms and material for completeness, accuracy and conformance with established regulations and procedures; (9) recapitulates data and compiles special reports; (10) answers inquiries and furnishes information requiring a knowledge of standards, procedures, rules and regulations, programs and policies; (11) receives and replies to oral and written requests for information of a specialized or confidential nature requiring the use of discretion and judgment in explaining regulations and procedures; (12) orders, stores and issues supplies and materials pertinent to the function to which assigned; (13) makes reservations or appointments; (14) operates office equipment; (15) distributes and dispatches mail; (16) receives and issues receipts for monies; and (17) inputs data into computer terminals and writes and formats letters, reports and memos on word processors.
