Bachelor's degree from an accredited college or university in Civil Engineering, Traffic Engineering, or related field.
Certificate of Registration as a Professional Civil Engineer in Arizona or must Obtain within six (6) months of hire.
Experience in analysis of traffic related issues, design of transportation projects, regulatory experience and/or knowledge with State and Federal agencies, project management, cost estimating and scheduling.

ORGANIZATIONAL RELATIONSHIPS:

Coordinates with: All Public Works staff and others as appropriate or as directed.
ESSENTIAL FUNCTIONS:

Responsible for planning, design, engineering, program, and construction management, mainly for right turn lanes on Highway 95 and related issues.
Designs and prepares plans and specifications for roadway improvement projects such as streets, traffic signal, and storm mitigation utilizing AutoCAD Civil 3D 2019 or newer.
Performs a variety of special studies and analysis, prepares reports.
Represents the City in meetings with contractors, engineers, developers, property owners, attorneys, community groups, and representatives of other public agencies as it relates to street projects.
Provides exceptional customer service to internal and external customers.
KNOWLEDGE, SKILLS AND ABILITIES:
KNOWLEDGE OF:
Civil Engineering design principles and practices regarding transportation and traffic design, drainage, permitting, and construction inspections.
Federal, state, and local guidelines, policies, procedures, and regulations regarding design, construction, maintenance, and repair of transportation and drainage projects.
Use of specific traffic design criteria such as MUTCD, ADOT design standards, MAG Standards.
Current industry studies, practices, terminology, and recommendations relating to traffic control devices, traffic design and safety issues.
Principles of budget development, evaluation, adherence, and project cost projection.
SKILLS IN:
Development of plans specifications, and estimates (PS&E) for municipal construction projects, such as streets, traffic improvements, and storm water improvements in compliance with professional engineering standards and procedures.
Shop drawing and submittal reviews, coordination with utilities and contractors, change order development and cost analysis, progress payments, and on-site reviews.Calculating cost estimates of complex projects; operating the listed tools and equipment.
Develops project design criteria, specifications and budgets, prepares plans, obtains permits, provides cost estimates, develops time scheduling, and provides coordination and inspection review.
Prepares Invitation to Bid packages in conjunction with Procurement and Legal Departments, reviews bid proposals for completeness, accuracy, and applicability to project budget.
Negotiates and manages design service contracts with outside engineering agencies and professional consultants. Researches and develops defined scope of services. Reviews expenditures and pay requests.
Assists in the preparation of the Division or Department budget, Capital Improvement Plan and Strategic Plan.
Coordinates construction and maintenance projects with other departments and outside developers as applicable.
Prepares and manages grant applications for engineering projects.
Reviews, develops, and updates engineering and construction standards.
Conducts formal and informal plan and specification reviews.
Develops technical reports regarding project functions including areas such as regulatory compliance, system operations and project progress updates.
Attends meetings with developers, consultants, contractors, regulatory agencies and other municipalities and departments.Responds to and resolves problems and inquiries from the public and participates in public meetings as required.
Demonstrates resourcefulness in researching review issues that indicate unusual/unique circumstances, with intent to respect the needs of contractors and property owners while maintaining the integrity of established regulatory practices.
Works within the department and with other departments in developing new design/application criteria, and coordinates project documentation and related GIS updates.
Written, verbal, electronic, and visual communications for effective expression and clarity.
Use of modern office equipment and various computer programs and applications, including Microsoft Word, Excel and Outlook.
