Description
The Community Development Director/City Engineer at the City of Villa Rica plays a pivotal role in leading and supervising all facets of Community Development, including Site Plan Review, Planning and Zoning, Permitting, Inspections, Business License and Code Enforcement. Reporting directly to the City Manager, this Department Head position is at the forefront of shaping Villa Rica's growth and prosperity.
Primary Responsibilities:
- Perform all civil site plan review using a digital system
- Monitor all pre-development activity in the City
- Act as a technical and professional advisor to the City Manager, City Council, City Attorney and Planning Commission.
- Hire, train, evaluate, discipline and supervise ten employees
- Interpret, monitor, and amend the City's Code of Ordinances related to land development.
Additional Responsibilities:
- Perform on-site inspections to ensure compliance with construction plans.
- Facilitate transportation and comprehensive planning efforts.
- Prepare and review invitations to bid, plans, and specifications for contracts.
- Supervise field surveying and mapping functions.
- Update Flood Studies and manage Floodplain Letters of Map Revisions.
- Prepare or review traffic impact studies and traffic control device evaluations.
- Interact with Norfolk Southern, Georgia DOT, Georgia EPD, two counties, two public school systems and multiple neighboring cities.
- Recommend planning and zoning regulations and revisions to the Planning Commission and City Council.
Qualifications
Minimum Qualifications:
Bachelor's degree in civil engineering or related engineering discipline or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job; with ten (10) years civil engineering experience and five (5) years planning and zoning experience in a town of similar size; must possess and maintain a valid Georgia Registered Professional (PE) license and a valid Georgia Class C driver's license with a satisfactory motor vehicle record (MVR).
Preferred Experience:
Experience with civil site design, hydrological studies, public construction projects including roads and stormwater, construction cost estimating, and administration of zoning ordinances.
Optional Experience Desired:
Experience with GIS systems, water treatment, sanitary sewer treatment, water distribution, sewer collection, Metropolitan North Georgia Water Planning District compliance and reporting, and NPDES permitting and reporting.
