Position Overview:
Under the direction of the President & Chief Executive Officer (CEO), the Chief Operations Officer (COO) is responsible for overall operations of all health centers and service locations. The COO translates Ryan Health’s vision, mission, and strategy into operational tactics. The COO is a key member of the Executive management team, which is responsible for strategic planning, setting organizational goals and direction, and maintaining alignment with Ryan Health’s mission and vision. In collaboration with the Executive team, management teams, and general staff, this position acts as a facilitator, planner, developer, communicator, and change agent to ensure that Ryan Health’s initiatives are implemented and sustained. The COO is key in leading capital and facilities expansion projects based on operational, patient, and staffing needs. This work is carried out in support of the mission and goals of Ryan Health.
Essential Functions:
Leadership/Strategy
- Provides leadership and oversight to operations team members to ensure the effectiveness, efficiency, and consistency of operations.
- Responsible for promoting and complying with the organization-wide policies, strategic initiatives, and philosophies.
- Ensures that all operational elements of the strategic plan are implemented, and targets, benchmarks, and ultimate outcomes are achieved.
- In conjunction with CEO, is responsible for the development of operations plan and coordinating corresponding budgets reflecting the volume, revenues, expenses, staffing and capital needs of Ryan Health.
Clinical Operations
- Responsible for operationalizing strategic objectives of Ryan Health and providing tactical support and direction to site leadership.
- Analyzes systems and process improvement opportunities to increase and improve operational efficiency.
- Participates in the development and implementation of quality improvement at the health centers.
- Oversees the development and improvement of processes, procedures, systems, and successful communication mechanisms to improve health center efficiency and patient and staff satisfaction.
Facilities & Expansion
- Recommends expanded and additional services based on patient and community needs.
- Oversees new service line implementation.
- In conjunction with the Chief Medical Officer, works to enhance provider efficiency and, when necessary, assists in resolving clinic-related issues.
- Participates in forecasting and planning support of capital and projects.
- Based on projected enrollment rate, visits, and utilization, monitors the impact of growth on the facility’s existing space plan; proposes, plans, and directs facility expansion and enhancement projects.
- Instrumental in facilities design and space planning for capital and facilities expansion projects.
- Ensures problem resolution of utilization of facilities, equipment, and supplies for the organization.
Minimum Experience and Skills Required:
- 10 years healthcare experience
- 5 years supervisory/leadership experience
- Strong operations and budgeting experience
- Must possess strong analytical, organizational, and communication skills.
- Ability to balance shifting priorities and balance multiple tasks and deadlines.
- Team player with deep commitment to organizational values of diversity, equity, inclusivity, and belonging.
- Professional achievements related to culture management and delivery of outstanding internal customer service.
- Strong technical literacy including MS Office Suite
Education, Licenses, and/or Certifications Required:
Bachelor’s Degree in related field
Preferred Qualifications:
- Master’s or other advanced degree in business administration, health care administration, or other relevant field strongly preferred
- Experience in a Federally Qualified Health Center (FQHC)
- Experience in a unionized environment
- Previous experience with large-scale expansion projects and strategic planning
Minimal Training Time:
Introductory period consisting of 180 days.
