Job Description


SUMMARY OF DUTIES AND RESPONSIBILITIES: The Chief Operating Officer (COO/CAO) is responsible for the smooth and efficient operations of NYC Health + Hospitals/Queens. This includes managing various projects and associated resources with all facility operations. The COO/CAO provides oversight for the development of high quality, cost effective, and integrated clinical programs within the hospital. The COO/CAO is expected to step in during the absence of the CEO. The COO/CAO will exercise management responsibility over the hospital ensuring efficient services are designed to meet the needs of patients, physicians, the public, and staff. This is done either directly or indirectly through delegation of responsibility to the management of staff.

General tasks and responsibilities will include:

  • Provide direct oversight for all clinical ancillary and support services within NYC Health + Hospitals/Queens.
  • Supervises the implementation of Corporate programs and policies concerning healthcare facility operations and assists in coordinating activities between facility staff and Corporate officers.
  • Participates in the selection and appointment process of department heads and establishment of organization structures.
  • Interface with all entities of the Health System, and appropriately represent Queens at the corporate level.
  • Function as an effective liaison and intermediary between the facility, FDNY-EMS, DOC, NYPD, and other outside agencies and entities.
  • Develop effective collaboration between departments, divisions, medical staff, leadership, and other affiliated services to ensure an integrated approach toward providing services and fulfilling clinical/educational goals.
  • Recommends construction and altercation programs, including acquisition and replacement of facility equipment.
  • Lead supporting key committees related to operational service areas under the COO/CAO’s leadership.
  • Work collaboratively with leadership at all levels, including affiliate stakeholders, to develop and implement policies and procedures for operational and strategic success.
  • Provide attention to given systems, program development, quality, fiscal management, compliance, and clinical management to enhance culture, communication, and consensus building.
  • Work with management and leadership team to serve as a resource to help reduce costs, enhance revenue, achieve effective utilization, quality goals and objectives, analyze and utilize information to develop and support management decisions.
  • Perform all other duties as assigned by the CEO.

KNOWLEDGEABLE IN:

  • Extensive knowledge of the fundamentals of hospital organization, administration and standards, regulations and laws applicable to hospital operations.
  • Knowledge of business and human resources administration principles, management functions, management processes and functions of hospital departments.
  • Ability to direct and supervise personnel.

Minimum Qualifications

  • A Masters Degree from an accredited college or university with a specialization in Hospital Administration, Business Administration, Public Health, Hospital Health Care, Medical Administration or a related program; and,
  • Six years of full-time, paid experience in high-level responsible business administration, human resources administration, public administration or an equivalent field, or as an Assistant Hospital Administrator in a position of direct responsibility for total operations or major parts thereof in a hospital setting including substantial exposure in meeting community needs; or,
  • A satisfactory equivalent combination of education, experience and training; and,
  • Extensive working knowledge of hospital administration, medical procedures, laws and regulations pertaining to hospital operations with special reference to accreditation procedures
