Job description

DESCRIPTIVE STATEMENT:

This is an FLSA exempt, appointed position. Under the supervision of the Mayor, directs, manages, and oversees the activities and operations of Aviation, Civil Service, City Clerk, Human Resources, Fleet, Information Technology, Parks and Recreation, Planning and Community Development, Public Works, Purchasing, Stormwater, Public Affairs, Grant Resource Development, and Wastewater Departments. This is accomplished through managing a wide range of duties that leads to the health of the entire organization. Develops and guides strategy; creates and executes policy development; plans fiscal and budget management, leadership and development of effective organizational structure; collaborates with Department Directors on daily issues and special projects; advises and assists the Mayor in delivery of City services; acts as the liaison with City Council and the general public; and guides, mentors, and inspires organizational efficiency and effectiveness. Other duties include provision of consultation, interpretation, and advice to City staff regarding concerns or problems; conflict management and resolution to complex and politically sensitive issues; and make presentations to variety of boards, commissions, and citizen groups.

DUTIES & RESPONSIBILITIES:

  • Leads the organization in strategic planning and performance measurements
  • Provides exceptional leadership and effective management in all areas of Staffing and personnel administration, project completion, information technology and development, and operational budgetary controls
  • Supervises Department Heads of assigned departments and provides consultation, interpretations, and advice
  • Exercises conflict management to resolve sensitive issues
  • Serves as the mayor’s primary negotiator, project leader, and manager of all special projects including research, evaluation, coordination, and successful communication with the community and City Council
  • Directs staff in relation to projects, organization progression, technology, fiscal responsibility, and personnel-related issues
  • Advises and assists the Mayor’s office
  • Acts as the liaison to City Council
  • Makes presentations to various boards, commissions, and citizen groups requiring diplomacy, effective communications, and decisive actions
  • Oversees work related to the development, revision, preparation of documents needed to include forms, agenda items, technical and statistical reports
  • Oversees the preparation of ordinances, resolutions, records, and other documents

IMPORTANT FUNCTIONS:
  • Performs other duties as may be prescribed by the Mayor

PHYSICAL REQUIREMENTS:
The physical standards an employee must meet in order to perform the essential job duties with or without a reasonable accommodation include, but are not limited to:
  • Must be able to sit for over two hours at a time while performing routine office duties, attending meetings, and traveling
  • Must be able to perform a full range of repetitive motions while performing routine office duties including, reaching, handling, and manual dexterity
  • Must be able to travel out of town and out of state for meetings, conferences, and other events
  • Must be able to drive to outlying offices and meeting sites
  • Must have ability to lift and move files and supplies weighing up to 25 pounds
  • Must be able to hear all communication from customers and employees by telephone or in person, and use vision to work with written documents

KNOWLEDGE, SKILLS & ABILITIES:

This position requires:


  • Ability to apply federal, state, and local laws, regulations, and policies applicable to structure, functions, programs, and practices in conducting public services through City government
  • Human collaboration skills including highly sophisticated communications involving final decisions or recommendations regarding policy development and implementation
  • Ability to interact with others outside the organization by exercising participative management skills that support team efforts and quality processes
  • Independent judgement and decision-making abilities are necessary to apply technical skills effectively
  • Advanced ability to read literature, books, reviews, scientific or technical journal, abstracts, financial reports, legal documents, grants, resolutions, and ordinances
  • Ability to review, interpret, apply, and manage the compliance of grant requirements as they apply to various programs
  • Advanced ability to write editorials, journals, speeches, manuals, critiques, ordinances, and resolutions
  • Advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs and/or processes organization-wide
  • Ability to manage and monitor the work performance of multiple departments including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department
  • Must have the ability to perform all the job duties in a safe and confidential manner

MINIMUM QUALIFICATIONS:

In addition to the knowledge, skills, and abilities listed above, requires the following:

  • At least a bachelor’s degree from an accredited college or university with major course work in public administration, business administration, or related field
  • Eight years of full-time responsible management experience including leadership and supervisory responsibility
  • A valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employment
    • License restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification
    • During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their license
  • Selected candidate must reside within the corporate boundaries of the City of Pueblo, within six (6) months of first date of hire pursuant to Pueblo Municipal Code section 6-4-10 regarding residency requirement

SPECIAL CONDITIONS OF EMPLOYMENT:
Most duties are performed indoors; however, the incumbent will be required to perform some duties outdoors and at other facilities in a variety of indoor and outdoor environmental conditions. Position requires that the individual be able to attend meetings, conferences, and other events out of town and out of state as needed on evenings and weekends as required. Must be able to work, drive, and travel in inclement weather.
All required licenses listed above must be maintained throughout the term of employment.
Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information. This requirement applies to all existing City employees as well as external candidates seeking to fill positions that meet the given criteria.

Paid leave and time off are provided for:
  • 10 Paid Holidays
  • Vacation - accrued at 14 hours/mo. with a max accrual of 336 hours. Option to sell up to 80 hours each January for full pay
  • Sick - accrued at 8 hours/mo. with a max accrual of 1600 hours. Option to sell up to 80 hours for 40 hours pay once a year so long as balance after sellback is not reduced to less than 192 hours.
  • 2 Personal Holidays per year
