What we are looking for: We are seeking a Chief Information Officer (CIO) to develop and implement enterprise Information Technology (IT) capabilities, services, and solutions for the Department of Health Services (DHS) in the Bureau of Information Technology Services (BITS).

Where we are located: DHS is located at 1 West Wilson Street in the heart of downtown Madison, near the State Capitol, the Madison Metro route and the Capital City bike path. This position will be eligible for hybrid work options.
Position Summary
As Chief Information Officer (CIO), you will be responsible for recommending and implementing technology resource strategies, priorities and projects that best achieve the DHS and the state's strategic objectives. This role is the highest IT leadership role within DHS and is part of the leadership team. In this role, you will be responsible for:
- Representing DHS in developing and implementing statewide initiatives with the Department of Administration (DOA) Division of Enterprise Technology (DET).
- Participating in, contributing to, and advocating for the department's success by bringing your knowledge and vision of IT, and DHS operations and business needs.
- Building relationships with leaders across the department and the state and creating connections to enable cost-effective and innovative solutions that achieve shared and independent business goals.
- Inspiring and leading a culture of reliable, customer-focused, health-related and business services that add value, solve problems, and enhance performance throughout the organization and the state.
Salary Information
The starting salary is up to $141,356 per year, depending on experience and qualifications, plus excellent benefits.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Management Information Manager and is in pay schedule and range 70-01. A 24-month probationary period is required.

Qualifications
Minimally qualified applicants will have all of the following:
- Experience managing and directing IT services, including enterprise resource management or planning, and developing and executing vision and strategies for an organization of 200 or more employees.
- Experience supervising and managing staff working in a variety of IT functions (e.g., application development and integration, infrastructure/operations, IT helpdesk, data management, IT security, vendor management, cloud services, etc.) performing duties such as conducting performance evaluations, mentoring and coaching, reviewing and assigning work, hiring, administering discipline, etc.
- Experience providing project/program management oversight of IT projects for an organization of 200 or more employees. Duties may include providing project or program sponsorship, authorizing final approval of project artifacts such as charts, plans, or schedules, functioning as a Scrum Master or Product Owner, and ensuring accountability on organization success of projects, etc.
- Experience supervising or managing expert level IT professionals such as Chief Information Security Officer, Chief Technology Officer, Chief Data Officer, or related role.
- Experience leading technology enabled business innovation. This may include leading organization-wide strategic technology planning, use of continuous improvement strategies, use of key performance indicators (KPIs) and metrics, focus groups, etc.
- Experience with the design, development, and implementation of Enterprise Architecture. This may include business capability models, capability maturity models, creating an organizational-wide technology or security roadmap, convergence of business, application, data, and technical architecture maps, etc.
