Who we are:
Western State Hospital (WSH) is the state of art psychiatric hospitals operating since 1828 under Department of Behavioral Health and Development Services. WSH is 302-bed Joint Commission accredited facility located in the beautiful Shenandoah Valley within 30-minutes of major university towns and is affiliated with the University of Virginia-Department of Psychiatric Medicine and provides a training ground for professionals from other colleges and universities in the fields of nursing, social work, psychology, and activities therapy.
Western State Hospital is seeking a qualified and experienced candidate as a Regional Chief Financial Officer to lead fiscal departments for Western State Hospital and Commonwealth Center for Children and Adolescents.
Responsibilities:
This position is responsible for the planning, organizing, and direct financial management of both Western State Hospital (WSH) and the Commonwealth Center for Children and Adolescents (CCCA), which will include formulating and controlling fiscal policy; directing all fiscal, budgetary, and accounting functions; and planning, organizing, and directing budgetary processes for annual as well as biennium budgets and applications relative to budget preparation and analysis. This position will also have direct supervision of all Fiscal services including Procurement, Payroll and Timekeeping, Accounts Payable, General Ledger and Financial Reporting, Cashier functions, Budgeting and Cost Reporting; and ensuring that an effective system of internal controls over key fiscal processes is maintained at both facilities. The position will report directly to the WSH Facility Director/CEO and has a reporting relationship with the CCCA Facility Director/CEO and serves as a key member of the Executive Teams for both facilities.

Minimum Qualifications
- The ideal candidate should possess a bachelor's degree in accounting or finance and have extensive experience and working knowledge in budgeting and general accounting operations, cost accounting, internal controls.
- Candidate should have extensive knowledge in accounting systems and generally accepted accounting practices.
- Candidate should have experience with allied functions such as accounts payable, payroll, materials management, and procurement.
- Candidate should have strong management skills with supervisory experience.
- The candidate should also possess extensive executive management skills across a large, complex organization able to provide input, feedback, and analysis as needed directly to the senior leadership.
- Candidate must have budgeting experience and be able to prepare financial reports, analyze data, and perform trend analysis and financial projections.
- Candidate must be proficient with Excel, and experience with data reporting tools like Microsoft Power BI is a plus.
- Candidate should be able to obtain thorough knowledge of Statewide procurement policy and practice to ensure compliance with the APSPM, the Hospital's billable revenue, the Medicare Cost Report, State budgeting process, and fund accounting.
- Excellent communication skills, both written and verbal, as well as the ability to effectively manage and supervise a diverse group of employees, are also essential for this position.
Additional Considerations
- Prior experience with government accounting processes strongly preferred.
- Experience working in a hospital or healthcare setting strongly preferred.
- CPA designation for MBA level of education is preferred.
- Knowledge of Hospital operations, including the revenue cycle, is preferred.
- Bilingual in Spanish
- Veteran or Veteran spouse.
