Job description

Duties

The incumbent's areas of responsibility include, but are not limited to the following major functions:

  • Developing, publishing, implementing, and interpreting DoD-wide accounting, finance, and audit remediation policies. Ensuring all financial policy is compliant with Federal generally accepted accounting principles;
  • Ensuring the DoD Financial Management Regulation is relevant and consistent with government accounting and auditing standards, appropriation laws, federal statutes, and regulations issued by the Office of Management and Budget (OMB), the U.S. Department of the Treasury, and the Federal Accounting Standards Advisory Board (FASAB);
  • Annually developing and issuing the DoD consolidated agency financial report, including the financial statements and other external financial management reports, and publishing annual DoD reporting guidance, while ensuring the consolidated financial statements are presented fairly, in all material respects in conformity with federal generally accepted accounting principles;
  • Coordinating the submission of engagement letters, management representation letters, and legal representation letters to the DoD Office of Inspector General;
  • Working with the Under Secretary of Defense (Comptroller)/Chief Financial Officer, Deputy Secretary of Defense, and Secretary of Defense to set annual audit remediation priorities;
  • Overseeing the Department's audit infrastructure and related audit liaison initiatives for the DoD during its consolidated audit; and
  • Developing, publishing, and interpreting DoD-wide financial management improvements, audit methodologies, and guidance that supports statutory requirements for the Department to audit its full set of financial statements.

  • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.
  • You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required.
  • In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI).
  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • You will serve a one-year probationary period unless you have previously completed the probationary period in the SES.
  • Must be able to obtain and maintain a Level 3 Financial Management Certification.

ECQ 3 - Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS:
1. As stipulated by the CFO Act in section 903 of title 31, United States Code, the incumbent must possess demonstrated ability and experience in accounting, budget execution, financial and management analysis, and systems development, and not less than 6 years practical experience in financial management at large governmental entities.
2. Demonstrated broad knowledge of business management to include accounting, internal controls, and financial systems principles, methods and techniques. Using data analytics to improve decision making, identify root causes of internal control break downs, and the ability to plan, direct, and coordinate the accomplishment of difficult and complex issues related to business management.
3. Demonstrated ingenuity, resourcefulness, and tact in working with senior representatives of other federal agencies, interagency bodies, trade associations, and/or private sector firms to achieve consensus or moderate divergent viewpoints in developing or modifying management policies.
4. Demonstrated knowledge and/or experience in analyzing financial statements and data driven Management reports, identifying deficiencies, and formulating and overseeing plans to resolve deficiencies.
DoD Joint Enterprise-Wide Experience Statement: In addition, DoD requires an Enterprise Perspective. This individual must have the ability to apply a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. A separate narrative statement is not required. This information should be embedded within the resume.
